The local autonomy has revived after 30 years since its beginning. However, the effort for settling the local autonomy correctly has continued in the very history of the local autonomy through which the representatives by popular vote had been elected. This study examines the problems in managing the local assembly, and the evaluation and problems of the activities of the Sun-Chon city assembly members in assembly affairs, based on the personal experience I've acquired as local assemblyman during the past 7 years. The details of each Chapter are as follows.
As an introduction, Chapter I surveys the objective, the range, and the method of this study. Chapter II, which comes under the theoretical background of this study, discusses the meaning, the status and right, the organization, and the management of the local assembly. The evaluation and effect of the activities of assembly members in the assembly affairs are examined in Chapter III. Chapter IV deals with the plan for the activation of local assembly. It is considered how to elevate the specialty of members, to enlarge their lights, and to run the local assembly efficiently in this Chapter. This Chapter also shows how the activities of assembly members and the participation of inhabitants in the assembly affairs go on. This study comes to a conclusion in Chapter V.
This study presents the possible plan for the improvement, based on the study of documents which is generally used in Social Sciences, and the personal experiences which I've acquired from 7 years of the activities in the assembly affairs. The following suggestions would be advisable to make the local assembly active and successful.
First, a plan for improving the specialty of members who constitute the assembly should be considered.
Second, the rights of local assembly members should be reinforced.
Third, a local assembly should be run efficiently.
Fourth, it is urgent that assembly members perform uprightly their duties.
Fifth, the participation of inhabitants as subjects of the local autonomy should be activated. To root the local autonomy early and make it serve for inhabitants, it is important for members to have philosophy considered people first. In addition, there also needs the change of inhabitants in the way of thinking.
