수자원정책형성과정의 상호작용 분석 -이명박정부의 한반도대운하사업을 중심으로- = An Analysis on the Interaction of Water Resource Policy Formative Process: Focused on the Grand Korean Canal Project of Lee, Myung-Bak Government

다국어 초록 (Multilingual Abstract)

The purpose of this study is to find interaction, factors and implications of the Grand Korean Canal policy formative process using ACMS framework. According to the analysis of Grand Korean Canal policy formative process, stable external parameters and dynamic external events are work with limit or advantage to the policy subordinate system. And the trigger mechanism(policy alternative stream) by opening to the public of Grand Korean Canal Project opens window of the policy formation. And window of the policy formation is composed of fierce interaction over starting period, changing period, and established period. Finally, the window is closed by the court judgement contained maintenance of the 4 great rivers project. Meanwhile, implications of this study are discordance between ACMS framework's study outputs and this study outputs, high influence of the private sector, advantageous result deduction of advocacy coalition affectioned to external parameters of advantage, limitans order of policy formative process, and theoretical proof of the ACMS framework, etc.
