동남아시아 자동차강판 생산 및 공급기지(CGL) 입지 선정 = Locational Preferences for CGL(Continuous Galvanizing Line) in ASEAN Region

국문 초록 (Abstract)

자동차산업의 글로벌화와 더불어 자동차의 주요 부품을 구성하는 자동차강판 산업도 글로벌화 되어가고 있다. 미국과 유럽의
선진국들이 생산을 독점하던 자동차산업은 1970년대 값싸고 품질이 우수한 일본자동차들의 등장으로 스페인, 멕시코, 브라질 등 임금이 싼 주변국으로 생산기지를 이전하기 시작하였고, 자동차 시장이 커지고 있는 중국과 인도, 동남아 등으로도 진출하였다. 동남아 자동차 시장은 성장하고 있는 시장 중 하나로서 GDP가 1.9조 US$에 달하고, 인구가 6억 명을 넘어서고 있으며, 개인당 소득이 중국에 버금가는 매력적인 시장이다. 동남아시아의 자동차생산은 태국을 중심으로 일본계 자동차회사가 주도권을 가지고 있고 여기에 자동차강판을 보급하기 위하여 일본의 철강회사들이 자동차강판 생산기지 (CGL: Continuous Galvanizing Line)를 지역내에 진출시키고 있으며, 한국의 철강회사도 진출을 서두르고 있다. 자동차강판 생산 및 공급기지에 공급되는 원재료(냉연코일)는 모국의 제철소에서 생산된 후, 현지의 공장까지 해상으로 운송되어 수요가 주문에 의하여 현지공장에서 도금공정을 거친 후 수요가에게 인도된다. 모국의 제철소에서 냉연코일로 만들어 지는 과정은 현지공장의 예측된 주문 (Forecast Driven)에 의하여 생산되고, 현지공장에서 생산되는 도금코일은 수요가의 실제 주문 (Demand Driven)에 의하여 생산된다. 따라서 현지 생산 기지인 CGL은 자동차강판 공급 Supply Chain상에서는 Decoupling Point의 역할을 수행하게 된다. 이러한 자동차강판 생산 및 공급기지 입지를 선정하기 위한 요인을 분석하고 최적의 입지 대안을 도출하기 위한 것이 본 과제의 주제이다. 선정 모델은 AHP모델을 이용하였으며, 입지선정 요인으로서 수요요인, 운영요인, 투자요인, 리스크요인을 주요인으로 선정하였고, 그 아래에 2∼3개의 보조요인을 두었다. 최종적인 요인의 중요도를 산출한 다음 대안간의 수준평가를 통하여 최적의 대안을 선정하였다.

다국어 초록 (Multilingual Abstract)

As automotive supply chains are globalized, many automotive makers are trying to build transplant in developing countries like ASEAN region. There are many reasons to be optimistic about ASEAN automotive market. The region has a population of over 600million, an average per capita income nearly equal to China’s and growing middle class, which is expected to more than double to 400million by 2020. Followed by automotive makers, steel makers also are trying to invest their automotive steel plant especially CGL(continuous galvanizing lines) in the region. CGL have a characteristic of decoupling point in steel producing processes. In this paper, we classified locational preferences into four primary categories including demand, operation, investment and risk and applied the analytic hierarchy process methodology to prioritize factors of locational preferences
