지역 소상공인 관점의 도시재생 체감과 정책 개선 방향 - 강릉시 중앙동을 사례로 - = Perceptions of Urban Regeneration and Policy Improvement Directions - A Local Small Business Case Study of Jungang-dong, Gangneung -

국문 초록 (Abstract)

본 연구는 강릉시 중앙동 도시재생사업을 사례로, 전통시장을 기반으로 한 지역 생활경관의 맥락에서 소상공인이 체감하는 도시재생 효과와 정책 개선 방향을 분석하였다. 행정자료 및 면대면 설문조사를 실시하여 정책 인지도와 경영요소의 중요도⋅만족도를 동일 표본에서 통합 분석하고, IPA를 활용해 정책 개선 우선순위를 도출하였다. 분석 결과 제도 명칭에 대한 인지도는 낮았으나, 현장 프로그램 중심의 단위사업 인지도는 상대적으로 높게 나타났다. 대부분의 경영요소에서 중요도가 만족도를 상회하였으며, 특히 자금조달이 핵심 병목으로 확인되었다. 이에 거점 기반 원스톱 금융지원, 상권 데이터 결합형 정보 제공, 저비용⋅고체감 보완체계 구축 등을 실행 과제로 제시하였다.

This study examines the perceived effects of urban regeneration and identifies policy improvement directions from the perspective of local small business owners, focusing on the urban regeneration project in Jungang-dong, Gangneung. Using administrative records, open data, and face-to-face surveys, the study integrates policy awareness with the perceived importance and satisfaction of key managerial factors within the same sample and applies Importance–Performance Analysis to identify priority areas. The results reveal low awareness of official policy titles but relatively high recognition of on-site, program-based subprojects. For most managerial factors, perceived importance exceeded satisfaction, with financing identified as the primary bottleneck. Based on these findings, the study proposes concrete measures, such as establishing hub-based one-stop financial support, improved provision of commercial district information through integrated data systems, and the development of low-cost, high-impact supplementary support mechanisms.
