      Rural degradation can be observed in many countries and especially farmland abandonment is increasing rapidly in these decades. Negative consequences of farmland abandonment are seen not only dropping self-sufficiency rate of agricultural production, but also in loss of disaster prevention function and loss of traditional community forms as used to see in strong connection within community in rural area of Japanese. We recognize that one of the multi-functions of farmland is the disaster mitigation as one of ecosystem services. It is required to take a measurement for farmland conservation and its related activities by community in order to pursue sustainable rural development. The direct payment for hilly mountainous area can be considered as one of the payment for ecosystem services (PES) since the direct payment aims at farmland preservation activities. Through analysis on relation between direct payment and disaster mitigation, it is possible to clarify the efficient use of the direct payment. Also, we predict damage cost under RCP8.5 using marginal effect of analysis. We use panel data of 2005, 2010 and 2015 of precipitation data and Agricultural Census. We found out that the area of direct payment implemented with community activities has disaster mitigation effect. The community activities of farmland preservation are required especially in un-favored area. Even though we observed the efficient use of the payment through disaster mitigation by direct payment, which is indirect way, the result of this study could contribute to the arguments of efficiency of the direct payment. It is also linking with verification of relation between importance of farmland conservation and sustainability. For more disaster mitigation activities, community capacity is a key factor as seen in the variable of community activities.
