요새화된 유럽과 이민 망명정책의 전망 = Fortress Europe and Migration/Asylum Policies in the EU

다국어 초록 (Multilingual Abstract)

Current migrant crisis in the European Union created a series of turbulence at the level of European integration among member states and Brussels. This paper tries to verify the fact that fortress Europe scenario will be strengthened with the ongoing crisis aggravating and increasing pattern of the new isolationism.
Throughout the research, it can be admit that within a short term period Europe shall be more blocked with fervent attitude of the citizens who are against with Islamic migrants. But from longer perspective, it is necessary to prepare development and cooperation plan to win over the root causes of the migratory influx. Capacity building projects would be preferable to provision of rescue funds since those refugees cannot survive even when the civil war terminated.
In fact self-help or self-reliance is needed for the feasible and desirable futures of the migrants.

국문 초록 (Abstract)

시리아 난민사태는 유럽연합의 이민망명정책에 대한 일대 전환을 요구하고 있다. 이논문은 이 사태로 유럽이 더욱 요새화되었는가를 기본 질문으로 하고 있다. 유럽이 그간 이룩해온 쉥겐협정과 더블린규정은 난민사태로 위기에 봉착하고 있다. 세계화의 부정적인 유산을 강조하는 신고립주의의 등장은 다원주의를 거부하면서 이민과 난민에 대한 거부감을 드러내고 있다. 비록 과도한 유입으로 인해 유럽연합 회원국내 여론이 부정적이지만 장기적 시각에서는 인구구조를 감안할 때 선별적 노동력의 유입이 불가피해보인다. 연구를 통해 단기적인 차원에서 외형적 요새화는 진행되고 있으나 중장기적으로 이민과 난민문제에 대한 근원요인을 해소하는 노력이 병기되어야 할 것이다. 중기적으로는 유럽연합 인근국에 존재하는 난민들에 대한 역량강화와 같은 프로그램이 바람직하며 장기적으로는 이민의 뿌리요인을 제거하기 위한 개발협력이 필수적임을 강조하고있다.
