「수도권대기환경개선에 관한 특별법」 시행 관련 문제점에 대한 검토 = Is the Tradable Permit Program working in Korea?

다국어 초록 (Multilingual Abstract)

It has been 2 years, since the new air pollution control programs, the total mass emissions management and the tradable permit programs were adopted in Korea. With a big expectation which could improve the air condition of Seoul Metropolitan area, there were also some difficulties of enforcing the two new programs at the same time. Korea has made efforts to minimize them, by amending the programs several times. Nevertheless, there still remain necessities of reviewing the existing tradable permit program before the second distribution of intial emission permits to small companies which should newly participate in the program. The existing program has been criticized for allocating the initial emission permits in an aspect of equity. As a solution, the voluntary agreement program has been suggested but it could also have difficulties of being enforced among participating companies not between the government and a specific company. Therefore a government auction system of permits, which several developed countries already adopted should be studied and its adoption should be positively considered as the solution for equity.
