파리 코뮌의 분열과 제3공화국 초기의 통합 -1880년의 코뮌 사면을 중심으로- = French Division and Integration in the Paris Commune and the Early Third Republic (1871-1880)

This article is to examine the meaning of the Paris Commune of 1871 when we view the French history as the one in which a series of divisions and integrations has continued alternately. The Commune of 1871, together the French Revolution of 1789, was typical of the exposure of modern French internal strifes. However, it would be fair that the Commune is regarded to be suffered the processes of 'erasion' through the exploitations and the oblivion rather than the function of integration in the development of French republic following it, in relation that the French Revolution has operated a factor of national integration almost obviously defining the contemporary history of France and having great influence on the French political cultures and national consciousness. In that way, the Paris Commune, it is true, can't be said that it contributed the internal integration of French people, but we still can recognize that the establishment of republican regime had, in fact, been attributed critically to it in the early Third Republic. Its contribution was dependent on how to exploit the Commune in the course that the contemporary political forces competed each other to choose new regime. In particular, in the situation of the early Third Republic when the various monarchists had schemed vigorously the restorations of monarchy, the so-called 'opportunist' republicans around Gambetta had at once stressed on their difference from the Commune, and succeeded in establishing the parliamentary regime around the 1880s by pursuing the exploitation and oblivion of the memories of the Commune. The simultaneous accomplishment of the General Amnesty of the Communards and the establishment of parliamentary regime demonstrates this development.

국문 초록 (Abstract)

이 논문은 프랑스 역사를 ‘분열과 통합의 연쇄’라는 시각에서 보면서, 특히 1871년 파리 코뮌의 분열과 제3공화국 초기의 통합을 통한 공화국 확립의 과정을 1880년 코뮌 사면을 중심으로 살펴본 것이다. 코뮌의 대표적인 ‘분열’ 로서 프랑스 사회에 오랫동안 내장되어 온 ‘파리와 지방’의 분열과 19세기를 경과하며 새로운 환경에서 등장한 ‘공화국 대 (사회)공화국’의 분열은 코뮌이 무너진 뒤에도 해소되지 않고 오늘날까지도 프랑스 사회가 해결할 숙제로 남아있다. 하지만 파리 코뮌에서 보이는 ‘공화국 수호’라는 통합의 요소는 코뮌 이후 제3공화국의 ‘통합’을 통한 공화국 확립 과정에서 전혀 역할하지 못했다. 이런 요소는 철저히 무시되었고, 코뮌 이후 공화국 확립 과정은 코뮌의 ‘흔적을 지우고 망각하는’ 과정으로 진행되었다.
1880년의 코뮌 사면은 바로 이런 과정의 정점에 있었다. 코뮌의 사면 문제는 코뮌 직후부터 제기되었는데, 그때부터 사면의 목적은 ‘코뮌의 흔적을 지우고 과거의 분열을 잊는’ 데 있었다. 대부분의 공화주의자들은 코뮌의 총사면을 통해 코뮈나르들이 돌아올 경우 프랑스 사회가 위험에 처할 것이라는 점에서 군주주의자들과 의견이 같았다. 다만 후자는 코뮌을 증오하며 군주정의 회복을 꿈꿨지만, 전자는 공화국의 안전과 확립을 위해 코뮌의 사면 문제가 위협이 된다고 여긴 점에서만 달랐다. 하지만 1870년대 중반 군주주의 세력이 힘을 잃고 공화주의자들이 공화국의 정치 권력을 장악하였다. 이때부터 공화주의자들은 힘을 잃은 군주주의자들 대신에 당시 회복되고 있던 사회주의 세력에 맞서게 되었고 이에 대응하는 과정에서 그들은 1879년 부분 사면과 1880년 총사면을 제정하게 되었다.
이렇게 본다면, 파리 코뮌은 그 자체로 공화국 확립에 기여했다. 코뮌이있었기에, 1880년까지 공화주의자들은 코뮌을 지우거나 망각하는 과정을 통해서 공화국을 확립할 수 있었다. 이 공화국 확립이 ‘분열’을 넘어서 ‘통합’을 이룬 것으로 말하고자 한다면, 그 ‘통합’은 분명 ‘망각’과 결합된 것이었고, 그래서 향후 프랑스사에서 코뮌의 ‘기억’은 공화국에 대한 위협의 가능성을 - 그리고 대안적인 (사회)공화국의 도래의 가능성을- 가지게 되었다.
