의약분업 정책변통과 정책실패 : 정책어그러짐의 개념을 중심으로 = Policy Failure and Change in the Policy of Separating the Prescribing from the Dispensing of Drugs : An Analysis Based on the Concept of Policy - Slippage

국문 초록 (Abstract)

기존의 정책연구는 정책실패의 영역을 집행과정자체에 내재된 문제에서 찾고자 하면서도, 정책집행과정에서 정책변동이 정책실패로 이어질 가능성에 대해서는 다루지 않았다. 비록 기존 연구가 집행과정에서 정책변동의 문제를 다루더라도 그것은 정책실패의 차원이라기보다는 문제해결차원에서 접근하였다. 따라서 이 연구는 기존 연구에서 다루지 않은 이러한 영역을 `정책어그러짐`의 개념을 도입하여 분석하였다. 정책어그러짐 논리에 따르면 의약분업정책이 그 효과를 거두지 못한 이유는 상호조정과정을 거치면서 원래의 정책의도에서 벗어난 정책변질에 기인한다. 즉 정책이 집행과정에서 행위자들간 정치적 상호작용을 거치면서 원래 의도에서 벗어난 정책변질로 이어지고 그것이 정책실패를 초래하였기 때문이다. 이런 분석시각은 정책연구에서 정책실패의 영역을 정책집행상의 문제라기보다는 상호조정에 따른 정책어그러짐 차원에서 접근하였다는데 그 의의가 있다.

다국어 초록 (Multilingual Abstract)

In this paper, I suggest a hypothesis that explains one of the factors behind policy failure. Previous studies have investigated policy failure in the context of the policy-implementation process. However, they did not treat policy change itself as a possible cause of failure in the policy-implementation process. Although many scholars have discussed failure, they have tended to viewed it from the perspective of a problem-solving process. Thus, this analysis applies the concept of policy-slippage to the domain of policy failure. According to logic of this study, inefficiency of policy results from a degeneration of the policy`s intent through the interaction of actors. Namely, degeneration of policy resulting from the interaction between actors in the policy-implementation process results in failure in the case of the policy seeking to separate the prescribing from the dispensing of drugs. In conclusion, this paper implies that policy failures such as these are caused by policy-slippage in the policy-implementation process.
