지역사회 경찰활동 활성화에 관한 연구

국문 초록 (Abstract)

최근에 범죄를 예방하고 수사하는 경찰능력의 한계 때문에 범죄예방에 대한 많은 새로운 시각이 나타났다. 특히 사후적 진압보다는 사전적 예방을 강조하고, 범죄자 개인의 속성보다는 지역사회를 중심으로 지역사회의 사회적․물리적 환경을 개선하고 범죄기회를 차단하는 것을 강조하고 있다. 또한 범죄대처에 있어서 사회환경의 변화와 증가되는 범죄피해로 인하여 점차적으로 지역주민들은 자신의 안전을 확보하기 위하여 스스로 대처해야 한다는 것을 인식하게 되었다. 그리고 급격한 사회변동에 따라 과거의 수동적인 경찰서비스의 수혜자들이었던 지역주민은 능동적으로 보다 나은 경찰서비스를 요구하게 되었고, 경찰도 단순히 법을 집행하는데 그치지 않고 국민의 생명과 재산을 적극적으로 보호하는 서비스 역할이 강조되고 있다. 이로 말미암아 고객지향적인 경찰서비스를 제공하기 위한 새로운 경찰활동의 도입이 요구되고 있다. 이러한 시점에서 본 연구는 지역사회 경찰활동의 활성화 방안을 제시하기 위하여 먼저 이론적 배경에서는 지역사회 경찰활동의 등장배경과 개념 등에 관한 이론을 점검하였고, 한국의 지역사회 경찰활동의 실태를 살펴보았으며, 이를 바탕으로 지역사회 경찰활동의 활성화 방안으로 첫째, 자치경찰제도의 정착, 둘째, 지역사회 경찰활동을 위한 교육훈련의 접근, 셋째, 지역주민 의식의 제고, 넷째, 경찰과 민간경비의 상호협력이라는 4가지 방안을 제시하였다. 이러한 지역사회 경찰활동 활성화 방안에 관심을 가지고 변화를 위한 노력이 계속된다면 지역사회 경찰활동은 활성화 될 것이라 믿는다. 특히, 2006년 7월 1일에 제주자치경찰이 “제주특별자치도 설치 및 국제자유도시 조성을 위한 특별법” 규정에 따라 특별자치도와 함께 출범하였다. 지역사회 경찰활동은 자치경찰제도에 더 적합한 프로그램이라고 할 수 있다. 이를 위해서 자치경찰제도에 알맞은 지역사회 경찰활동에 대한 후속 연구가 계속되어야 할 것이다.

다국어 초록 (Multilingual Abstract)

Due to the limited ability of policy to prevent and investigate the crime, many new visions on the prevention of crime are recently emerging. Especially, it emphasizes the anterior prevention rather than posterior suppression as well as improvement of social and physical environment of community centering on the community and intercepting the opportunity of crime rather than the attribute of individual criminal. In coping with crime, the inhabitants gradually recognize that they should cope with it by themselves to ensure their safety owing to the alteration of social environment and increasing damage by crime. As the society radically changes, the citizen, i.e., passive beneficiary of police service in the past come to require actively better police service. It is also emphasized that the police needs to actively protect the life and property of nation rather than to merely enforce the law. Thus, it is required to introduce new police activity so as to provide customer-oriented police service. In this viewpoint, this research first checks the theory on the background and concept of community policing on the theoretic foundation so as to present method of activation community policing as well as views the present situation of community policing in Korea. On the basis of this background, it presents 4 suggestions; first, settlement of autonomous police system; second, approach of education and training for community policing; third, enhancement of recognition of inhabitants; fourth, mutual cooperation of police and private security. If effort for alteration continues with interest in the activation of this community policing, community policing would be surely settled. Especially, Jeju Autonomous Police was inaugurated with special autonomous province on July 1, 2006 as per regulation of "special law on the establishment of Jeju special autonomous province and formation of international free city”. The community policing may be program more appropriate to the autonomous police system. For this objective, it is required to continuously research community policing appropriate to the autonomous police system.
