근대역사문화 가로경관 개선에 관한 연구 : 익산 문화예술의 거리를 중심으로

Attempts were made in the present study to explore the directions to improve the Culture and Arts Street of Iksan based on the case studies on the near-modern historical and cultural areas with a view to improve the landscape of the near-modern historical buildings and streets in the middle of growing interests in and supports of the project to activate the resources of the old downtown streets in Iksan.

At present, the work efficiency of preservation and utilization of the near-modern cultural heritage is so low that it is virtually impossible to set the overall preservation policy because there is no integrated department and manpower to manage and take charge of the scenery of near-modern cultural and historical streets, and because the tasks for preservation and utilization of near-modern cultural heritage are scattered among various departments. Nevertheless, there still remains possibility that the local residents may participate in conservation and maintenance of the historical heritage thanks to efforts of local experts and governments.

The historical landscape along the Culture and Arts Street has been recognized as a local cultural asset in the urban environment of Iksan owing to the revitalization project of the downtown area underway by local residents and experts. It seems, however, undesirable to focus on producing commercial and economic effects by creating the cultural and artistic streets and designating them as the special streets for cultural and historical scenes.

It seems rather more desirable to wok out a street guide system backed up by various networks for sidewalks in order to maximize the values of the near-modern cultural heritage of Iksan and to utilize it as an attractive element of tourism resources by organizing it as an integrated program for visitors to experience the near-modern culture while walking through the Culture and Arts Street.

For this purpose, it will be necessary to establish partnership with the private sectors in order to improve the quality of the landscape, the resources and the hardware in cooperation with the central government. As a matter of course, this definitely needs the support from, cooperation and communication with residents and the central government. Assistance should be sought for financing and hardware, for instance, from the central government and the field program and software should be operated in partnership with civil organizations. It is also requested to gain cooperation and communication with the residents and the project organizers for the landscape with regard to financial assistance, education, public relations as well as organizing events..

In the coming study on the landscape of the near-modern culture street to be newly conducted by the local government, it is thought necessary to reflect more practically the upgraded needs of the residents, and it may be enough to suggest the macroscopic direction for the utilization plans. We think it will be helpful to map out the policy if we could regularly supplement the data on the changing views of the street landscape together with the detailed proposals to make good use of overall street scenery.
