제국과 식민, 그리고 성원권의 역사적 재구성

국문 초록 (Abstract)

20세기 사회과학 연구 전반에서 지배적인 영향을 행사한 방법론적 국가주의를 매개로 하여 시민권 개념은 대체로 민족국가 내에서 인정되는 법적 지위와의 연관성 속에서 논의되었고, 이 과정에서 제국과 식민의 역사적 맥락은 상당한 정도로 사상되어져 왔다. 이 글에서는 시민권의 의미를 사회적 성원권의 측면에서 접근함으로써 민족국가의 제도적, 영토적 경계에서 벗어나 제국과 식민의 역사적 맥락에서 성원권의 재구성 과정을 살펴본다. 이를 위해 이 글에서는 전통 사회의 질서가 제국과 식민 지배를 통해 새롭게 재편되는 과정에서 성원권에 대한 집합적 인식과 실천의 변화 양상을 분석한다. 제국과 식민의 관계로 병합되기 이전까지 일본과 조선의 전통 사회는 공통적으로 일정한 자율성을 가진 지역 사회로 구성되어 있었고, 이러한 사회적 질서는 분권화된 정치체제와 공동체적 원리에 기반을 둔 경제제도에 의해 뒷받침되었다. 그러나 일본과 조선이 제국과 식민의 관계로 들어서면서 중앙집권화된 정치체제와 시장경제 원리를 기반으로 하는 제도적 전환이 이루어졌고, 이와 같은 구조적 변화를 거치며 기존의 지역 공동체에서 유지되었던 성원권에 대한 사회적 인식과 실천 역시 이전과는 상이한 방식으로 나타났다. 이 글에서는 일본과 조선에서 유사한 내용의 제도적 재편이 이루어졌을 뿐만 아니라 이에 대한 사회적 대응의 양상으로 해석할 수 있는 주요한 사회운동의 성격 역시 일정한 유사성을 보였으나, 제국과 식민이라는 상이한 정치적 조건 속에서 성원권의 역사적 재구성이 서로 다른 방식으로 이루어졌음을 밝힌다.

다국어 초록 (Multilingual Abstract)

Citizenship right has been considered as a legal status within the political and territorial boundaries of nation-state. Histories of empire and colony, therefore, became largely neglected in the discussion of citizenship rights, especially under the dominant epistemological influence of methodological nationalism. In an attempt to explain the social consequence of empire and colony, this article takes the meaning of citizenship as social membership or the right to belong, and examines the way in which people’s perception of social membership became altered through their collective behaviors responding to institutional changes in Japan and colonial Korea. Traditional Japan and Korea had shared similar features in some important domains. They exhibited politically decentralized structure, economic domain based on the principle of reciprocity and collectivism, and autonomous local community in a given region. As the two countries became intertwined with each other through Japanese colonial rule in Korea in the twentieth century, these similar traits were replaced by centralized strong state, market economic principle, and local areas subordinate to the central government. Yet, the institutional changes led to significantly different social responses, particularly in the way that people organized their demands for collective rights. By focusing on these processes, the article elucidates the transformation of the meaning and perception of membership rights through the historical context of empire and colony in Japan and Korea.
