해안오염방제 자원봉사자에 대한 실용적인 교육제도 연구 = A study on practical Education System for Coastal Pollution Control Volunteers

다국어 초록 (Multilingual Abstract)

The Taean oil spill in 2007 taught us a great lesson and is a representative example of a social disaster. It was overcome through the dazzling dedication and service of volunteers. However, behind the volunteers, they were directly or indirectly exposed to the spilled oil, resulting in health problems such as headaches and safety accidents. Safety accidents were caused by unsafe behavior, and unsafe behavior was caused by lack of safety awareness or ignorance. We want to find an education and training program to systematically raise safety awareness for volunteers in connection with the Occupational Safety and Health Act. The occupational safety and health law, the laws related to coastal clean-up, and the unsafe behavior factors in the statistics of occupational accidents in the past year were mainly identified.
Result: The contents of education and training hours to be provided for volunteers involved in coastal clean-up were presented in comparison with workers under the Occupational Safety and Health Act. Safety and health education for volunteers and volunteer managers is directly related to safety awareness and can prevent unsafe behavior.

국문 초록 (Abstract)

2007년 발생한 태안 기름유출사고는 우리에게 커다란 교훈을 주었으며 사회적 재난의 대표적 사례이다. 자원봉사자의 눈부신 헌신과 봉사를 통해 극복했다. 그러나 자원봉사 이면에는 유출된 기름에 직간접적으로 노출되어 두통 등 건강장해와 안전사고가 발생하였다. 안전사고는 불안전한 행동에 기인하였고, 불안전한 행동은 안전의식의 결여 또는 무지에서 왔다. 자원봉사자에 대한 체계적인 안전의식 고취를 위한 교육훈련 프로그램을 산업안전보건법과 연계하여 찾고자 한다. 산업안전보건법과 해안방제와 관련한 법률 그리고 과년도 산업재해통계의 불안전 행동 요인을 중심으로 파악하였다. 해안방제에 투입되는 자원봉사자에 대하여 실시하여야 할 교육내용과 교육 시간을 산업안전보건법의 근로자와 대비하여 제시하였다. 결론: 자원봉사자와 자원봉사 관리자에 대한 안전보건교육은 안전의식과 직결하고 불안전한 행동을 방지할 수 있다.
