하천살리기 네트워크의 성공조건: 부산광역시 온천천과 동천 복원사례의 비교분석 = The Successful Conditions of the Cooperative Network on the Renaissance of the City Streams: Focusing on Oncheon and Dong Streams in Busan Metropolitan City

What is the successful conditions of cooperative network on the renaissance of the city streams? The purpose of this paper is to answer this question and to find out the successful conditions of cooperation between bureaucracy and civil society on Oncheon and Dong streams in Busan metropolitan city. The analytical framework of this study is composed of four independent variables such as the participation of various actors, the autonomy and network of related actors, the mutual adaptation through trust, and the legitimacy and continuity of institution. The findings are as follows.
I found that various actors like bureaucrats, citizens, NGOs, and the press participated in restoring Oncheon stream. In the renaissance case of Oncheon stream, the autonomy of actors concerned was guaranteed, and so the loosely coupled network contributed to improving the intelligence of democracy. The high degree of trust between actors and the informal rule of reciprocity also contributed to renaissance of Oncheon stream. Otherwise in the renaissance case of Dong stream restoration participating actors of civil society and local governments were not diverse, but the leadership of the stabilized cooperative networking bureaucracy mainly contributed to restoring trust and stability of institution.

국문 초록 (Abstract)

본 연구에서는 전혀 상황이 다른 부산광역시의 대표적인 도심하천인 온천천과 동천의 수질개선사례를 분석하였다. 온천천의 경우 1990년대 중반 이후 시민사회의 주도로 협력적 네트워크가 작동하였고, 동천의 경우 2005년 APEC을 준비하는 과정에서 부산시의 주도로 협력적 네트워크가 작동하였다. 온천천의 경우 자연하천의 조건을 갖춘 상태에서 시민사회가 주도했고 주거지를 관통하는 여건 때문에 행위자의 다양성이 높고 연계망 역시 견고하며, 제도 도입이 느리게 이루어졌지만 매우 높은 안정성을 보이고 있는 것으로 나타났다. 동천의 경우 상업지역을 관통하고 주민의 접근이 어려운 상황 때문에 관료제 내부의 네트워크는 물론 관료제와 시민사회의 네트워크 역시 미약한 것으로 나타났다. 따라서 동천의 경우 신뢰의 기반을 2003년 형성된 민관 협력체인 ‘부산하천 살리기 시민운동본부’의 리더십에 의지하는 것으로 나타났다. 동천의 경우 시민사회의 참여와 협력의 과제를 안고 있는 상태에서 제도화된 협력규칙을 바탕으로 정책결정과 추진이 빠르게 안정성을 찾아가는 것으로 나타났다. 이처럼 온천천과 동천의 경우 정책상황에서 차이를 보이고 정책도입의 배경과 속도에서도 차이를 보였다. 온천천의 경우 관료제와 시민사회의 불신의 악순환 고리를 끊고 신뢰의 선순환 고리를 연결한 성공적인 협력사례로 평가된다. 동천의 경우 아직 성과가 미진한 상태에서 관료제가 시민사회의 협력과 신뢰를 끌어내야 하는 과제가 남아 있다.
