Comparison of Imported-cargo radiation Monitoring Regulatory Systems in Korea, the United States, the United Kingdom, and Japan

다국어 초록 (Multilingual Abstract)

A fter the Fukushima nuclear power plant accident in 2011, concerns have emergedregarding the exposure of radioactive materials to products imported into Korea. Hence, Korea enactedthe Act on Protective Action Guidelines against Radiation in the Natural Environment. According tothis law, radiation monitors must be installed and operated at airports and ports. Currently, radiationmonitoring of cargo imported into Korea is performed by six governmental departments owing to thediverse types and high quantities of imported cargo. In this study, the radiation monitoring systemsused for cargo imported into the United States, the United Kingdom, and Japan are compared with theKorean regulatory system. Radiation monitoring of cargo imported into the United States is performedto prevent the threat of terrorism via radioactive materials. Meanwhile, the United Kingdom and Japanimplement radiation monitoring systems for the safe transport of radioactive materials. Additionally,the departments and legal systems associated with the radiation monitoring system for cargo importedinto Korea are different from those of other countries. This analysis will improve the current radiationmonitoring regulatory system for cargo imported into Korea.
