자율통합 전후 도시생산성 변화분석 = Analyzing the Urban Productivity Changes through Autonomous Consolidation Periods: Using the Malmquist Productivity Index

국문 초록 (Abstract)

이 논문은 자율통합 도시를 대상으로 통합전후의 평가를 통해 생산성 추이를 살펴보고 시사점을 제시한 것이다. 대상지역은 통합 전 창원시, 마산시, 진해시 등 3개 도시이고, 통합 후 창원시 등 총 4개의 도시를 비교 평가하였다. 연구방법은 자율통합 전ㆍ후 도시의 투입 및 산출지표에 대해 시계열 데이터를 활용하여 생산성을 측정하였다. 연구결과를 종합하여 정리하면, 첫째, 지방정부 통합의 성과평가는 평가지표 및 기준, 평가방법, 성과분석결과 등에 일치하지 않아 평가의 신뢰성 확보가 어려웠다. 둘째, 자율통합 전ㆍ후를 비교할 때 통합 전 보다는 통합 후 지방정부의 생산성이 다소 높아진 것으로 이해할 수 있다. 셋째, 자율통합으로 인한 생산성의 증대는 기술변화에 기인한 것으로 분석되었다. 향후 자율통합의 성과평가는 효율성에만 있지 않고 민주성, 형평성 등도 중요한 기준이기 때문에 주민의 만족 수준도 측정하여야 하며, 표준화된 지표개발 및 평가방법 다양화가 필요한 것으로 보인다.

다국어 초록 (Multilingual Abstract)

This paper was examined productivity trends and presented the implications through assessment before and after of integration for autonomous consolidation cities. Target areas are three cities, Changwon, Masan, Jinhae before integration, and including Changwon city after integration, compared with a total of four cities. The study can be summarized as follows. First, the performance evaluation of local government amalgamation(LGA) was difficult to secure reliability owing to do not match in evaluation indicators and criteria, evaluation methods, and analysis of assessment results. Second, when comparing of before and after the autonomous integration, the productivity of the local government can be understood somewhat higher than before. Third, the increase in productivity due to self-integration was analyzed due to technology changes. In the future, the criteria of performance evaluation are also important democracy, equity as well as the efficiency. Thus, the performance evaluation are necessary the satisfaction of the inhabitants, development of standardized indicators, a variety of assessment methods.
