지급결제시스템 참여기관 수의 증가와 참여방식이 결제시스템에 미치는 영향 = How does the Stability of the Payment and Settlement System Change when the Number of the Participants Increases?

국문 초록 (Abstract)

본 연구에서 의태분석을 통해 지급결제시스템의 특징과 지급결제시스템 참여기관 수의 증가와 참여방식이 결제시스템에 미치는 영향을 분석하였다. 분석결과 다음과 같은 결론을 얻었다. 첫째, 차액결제시스템은 총액결제시스템보다 유동성을 절약하는 효율적 시스템이다. 둘째, 차액결제시스템은 전염효과에 취약하며, 이를 방지하기 위해서는 중앙은행의 유동성 공급 등 안정성 보강조치가 대단히 중요하다. 셋째, 지급결제시스템의 비대칭적 계층화는 현행의 결제시스템보다 유동성 위험을 크게 증가시킨다. 넷째, 기존의 지급결제시장에서 참가금융기관들이 증가하면 그 만큼 결제시스템의 불확실성은 증가한다. 이러한 분석결과는 향후 지급결제시스템의 참여기관이 증가할 때, 결제시스템 안정을 위하여 참여방식과 참여자의 신용 등의 조건들이 매우 중요한 역할을 할 수 있다는 점을 시사하고 있다.

다국어 초록 (Multilingual Abstract)

The paper studied the relationship between the number of the participants and the stability across the different payment and settlement systems. In order to attain a concrete implication of the newly changed condition and qualification for participating the payment and settlement system, the paper performed the simulation analyses of the different systems.
First of all, the simulation shows that the net payment system is more efficient but more likely to be contagious than the real time gross payment system. Moreover, the asymmetric tier structure tends to increase the possibility of the system collapse. Finally, as the number of participants increases, the uncertainty of the system increases. As a conclusion, the paper argues that both the way of participating in the net payment system and the number of the participants are very important factors in determining the stability of the payment and settlement system.
