중국의 에너지안보정책과 중미관계 전망 = China`s Energy Security Policy and U.S.-China Relations

국문 초록 (Abstract)

이 글은 장차 중국과 미국의 세계 주도권 경쟁에서 무엇보다 중요한 이슈로 등장할지 모르는 에너지문제를 중심으로 양국관계를 살펴보고 미래를 전망하는데 목적이 있다. 다만 이 글의 초점이 되는 대상은 미국이 아니라 중국이다.연구결과, 단기적 측면에서 미중간의 에너지를 둘러싼 마찰과 경쟁은 치열해질 수밖에 없는 구조적 한계를 안고 있는 것이 사실이다. 중국의 경제발전으로 인한 에너지수요는 지속적으로 증대될 것이며, 에너지 갈증을 해소하기 위한 정부차원의 시도와 노력은 불가피하기 때문이다. 그러나 양국의 적극적인 에너지안보정책과 그에 따른 공세적 에너지확보 노력이 반드시 중국과 미국 관계를 제로섬(zero sum) 게임의 양상으로 몰고 갈 것이라고 단정할 수는 없다. 왜냐하면 에너지를 둘러싼 양국관계는 경쟁 및 대립의 측면과 더불어 절충 및 협력의 가능성도 충분히 존재하기 때문이다. 다만 중?장기적으로 이러한 이상적 상황에 도달하기 위해서는 첫째, 향후 신재생에너지와 대체에너지 등 기존의 화석에너지를 대체 할만한 미래의 새로운 에너지자원이 등장할 필요가 있다. 둘째, 중국의 에너지외교가 국제적 규범을 준수하는 방향으로 전환될 필요가 있다. 셋째, 미국을 비롯한 서구사회가 중국의 적극적 에너지외교를 전략적 도전으로만 간주하기보다는 중국의 세계경제 편입을 적극 협조함으로써 에너지 문제로 인해 발생할 수 있는 극단적 위기와 대립을 회피할 필요가 있다.

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to evaluate and predict U.S.-China relations on energy issues, which remains a contentious issue between the two states as they strive for global leadership. Over the next ten to twenty years, conflict and competition on energy between the United States and China will be fierce because of structural limitations. As yet though, it is still not easy to determine whether the assertive energy security policies and subsequent aggressive efforts for securing energy resources of the two countries will lead to a zero sum game. This is due to the fact that U.S.-China relations have the potential for compromise and cooperation as well as competition and confrontation. The United States and China share common interests in maintaining a reasonable price of oil, securing sea lines of communication, and a stable international political and economic environment. Moreover, the two countries can strengthen the strategic framework on new energy development. Meanwhile, the international community should maintain cooperation with China rather than consider its aggressive energy diplomacy as a strategic challenge. Furthermore, in order to prevent confrontations over energy issues, the international community should also engage China so that it could embrace the norms of the international community. In this way, the ongoing energy competition between the United States and China will eventually allow for a new form of strategic cooperation between the two countries.
