The existing land administration system in South Korea was established in 1910s during the Japanese regime. Today the existing land records in the paper-based system are mostly outdated and do not accurately reflect the ground realities. Therefore, the Korean government has initiated the digital cadastral pilot project since 2008.
The main objective of this research is to find a critical success factors in the digital cadastral pilot project. In order to achieve the research objectives, review of the current project progress in the Yeonggwang Gun and Yeongam Gun in the Jeonnam Province has been conducted.
Top management leadership and establishment of strong project committee are essential for the success of the project. Furthermore, the legal and regulatory guideline should be properly improved.
