In October, 2000, the concept of Cultural Industry was appeared for the first time in the suggestion to Tenth Five-year Plan by Central Committee of Communist Party. One year later, China became the formal member of WTO after more than ten years negotiation. Cultural Industry, once again, became the focus of the public opinion. What is the Cultural Industry? What will be the effect to cultural industry after WTO accession? And how to deal with the possible effect?
In my point of view, the understanding of modem cultural industry should be based on two ideas: the "culturalization" of economy and "economicalization"" of culture. From these two basic ideas, the modem cultural industry can be defined as huge industry cluster consists of industry bases, core industries, and extensive industries.
The effect to the China" s cultural industry after WTO accession can be sum up in one sentence: dissymmetry competition. That means the competition between China" s cultural industry and that of the developed countries is the dissymmetry one, which is not only from the view of international industry development pattern, but also from international cultural industry pattern, and from the culture industries we have promise to undertake opening to the outside world.
Dealing with the competition after WTO accession, we need to work out so called "National strategy on cultural industry". The key point of the strategy is reform. The new model of the "socialist spiritual civilization construction" should be consider the aim of the reform.
