여성의원 경력지속성 = A study on the obstacles and a way of continuing and expanding career of female assemblymen through 2010 local elections

국문 초록 (Abstract)

본 연구는 지난 2010년 제5회 지방선거에서 나타난 여성 당선인들의 의원 경력지속성 장애요인을 분석하고, 실질적으로 여성의원 경력 지속 및 확충 방안을 제공하는 것을 주목적으로 한다. 이번 선거결과 여성의원 비율은 기초의회 21.6%, 광역의회 14.8%로, 2006년 지방선거 당시 기초의회 15%, 광역의회 12%에 비하여 다소 증가하였다. 그러나 이러한 증가세에도 불구하고, 재선거에 성공한 여성정치인은 10명 중 2명에도 못 미쳤다. 지방정치가 생활정치로서 해결해야 할 과제가 많은 상황에서 지방의회 여성의원의 경력지속 및 확충은 중요한 문제이다. 또한 여성의 정치적 대표성은 여성의원의 수적 증대를 바탕으로, 여성정치인의 전반적인 역량 강화가 이루어짐으로써 증대될 수 있다는 측면도 고려되어야 한다. 이를 위해 의회로의 진출 첫 번째 관문인 정당공천에서 여성이 더 많은 공천을 받을 수 있는 제도적?사회문화적 환경 마련이 필요하며, 이 관문을 통과하고 당선된 여성정치인들의 경력을 지속시킴으로써 그들의 경험과 전문성을 공적 자원으로 활용하여 여성의 정치적 대표성을 강화하는 기반을 마련할 수 있어야 한다. 이를 위한 과제 도출을 위해 본 연구는 제5회 지방선거에서 당선된 여성의원 739명 전원을 대상으로 “경력지속 및 확충” 관련 설문조사를 실시하였으며, 지방선거 당선경력이 있는 대표적 전?현직 여성정치인 10명을 대상으로 심층 면접조사를 실시하였다. 그 결과 여성할당제 보완 및 양성평등한 공천제도 마련, 정당차원에서 여성후보 발굴 및 육성을 위한 노력 강화가 제시되었다.

다국어 초록 (Multilingual Abstract)

The purpose of this study tried to examine women"s political representations and a way of continuing and expanding career of female assemblymen in local congress in 2010. The result of the 5th local election shows that percentage of female assemblymen is 21.6% out of basic local assemblymen, 15.1% out of metropolitan assembly. These figures are found to have increased a little, compared to those 15.0% out of basic local assemblymen, 12.0% out of metropolitan assembly on 4th local election in 2006. On the other hand, 80.2% out of total elected female assemblymen are elected for the first time. It is assumed to take some time for newly-elected female members to get accustomed to their schedule and activities in the assembly. Therefore, it is truly loss of political and societal cost to cut the career of newly-elected female assemblymen. As a result, it is critical to continue and expand the career of female members in the local assembly under the circumstances of having many agenda resolved, to have local politics smeared in our life politics. To overcome the obstacles above, we have three agendas. Firstly, this study proposes introduction and expansion of female ration in the perspective of institutional system, Secondly, we suggest developing and managing a gender-equal nomination system. And finally, efforts for discovering female candidates and raising them to the level of political competence are needed.
