      The street vending problems are related to passage, hygiene, safety, and tax fairness, etc. The “majority” of residents facing inconvenience demand solutions from local authorities, but organized “minority” vendors, perceived as socially disadvantaged, resist. In this context, the policies of the local government to ease resident discomfort and address the problems often have temporary and limited effects, resulting in a cycle of unresolved conflicts reemerging after a latent period. This research explains the causes from the perspective of situational policy management. According to Matland (1995), policy implementation strategy selection should consider the level of conflict and policy goal's ambiguity. In the case of street vending problems, where means are clear but conflicts among key stakeholders are high, successful resolution requires 'political implementation,' emphasizing support and acceptance from stakeholders like residents and street vendors. However, local government strategies have been perceived as distant from effective political implementation, leading to execution limitations. This study utilizes Moore's (1995) concept of political management as an analytical framework, analyzing the case of street vending problems and addressing the issue in Dobong-gu, Seoul, and offering managerial insights necessary for dealing with street vending problems.
