2013 EU 공동농업정책 개혁의 특징 및 시사점 = Features and Implications of the 2013 EU Common Agricultural Policy Reform

다국어 초록 (Multilingual Abstract)

In 2013, the European Union reformed the Common Agricultural Policy(CAP) in getting rid of challenges: 1) food security, 2) sustainable management of climate change and natural resources, and 3) rural management and maintaining the vitality of rural economy. Additionally, the CAP emphasizes that the beneficiaries should be for all the people of the EU, not just for farmers and rural areas. Therefore, the direction of the 2013 CAP reform is alternatives to the current agricultural issues facing the EU as well as the world. Of course, even though the policy measures of the 2013 CAP can’t directly introduce and apply to all agricultural environments due to the differences in the basic condition of the EU and other countries, it is fact that it gives a lot of implications. Therefore, rationally analysing the contents of the 2013 CAP reform is significant enough to find out the implications of our agricultural policy. To this end, the main purpose of this study is to examines the current status and development of the EU CAP. Moreover, after looking at the features of reform based on process and content respectively, this study will explores implications for our agricultural policy.

국문 초록 (Abstract)

2013년 EU 공동농업정책 개혁은 직면한 대응과제로 1) 식량안보, 2) 기후변화와 천연자원의 지속 가능한 관리, 3) 농촌의 관리와 농촌경제의 활력 유지 등을 제시하고 있다. 또한 공동농업정책 개혁의 수혜자는 단지 농업인이나 농촌지역만이 아니라 EU의 모든 사람이 되어야 함을 강조하고 있다. 이처럼 2013년 CAP 개혁의 방향은 단지 EU내의 문제뿐만 아니라 세계 농업이 직면하고 있는 현안문제에 대한 대안이라 해도 과언이 아니다. 물론 EU와 타 지역 국가들의 기본적인 조건이 다르기 때문에 2013년 CAP 개혁의 정책수단을 직접적으로 도입·적용하기는 어렵다 하더라도 이들은 많은 시사점을 주고 있는 것이 사실이다. 따라서 2013년 개혁의 내용을 합리적으로 분석하여 우리 농정의 시사점을 찾아보는 것도 중요한 의미가 있다. 이를 위해 본 논문은 EU 공동농업정책의 현황 및 발전과정을 살펴보고, 2013년 개혁의 특징을 절차상과 내용상으로 나누어 살펴 본 후 이를 토대로 우리 농정에 대한 시사점을 모색해 보려 한다.
