도시경쟁력과 문화가치

국문 초록 (Abstract)

많은 도시들은 도시경쟁력 제고를 위해 어떻게 도시가치를 높일 것인가에 대해 고심하고 있다. 세계화의 지속적인 확산은 글로벌한 단일 문화권으로서의 인류공동체의 형성이라는 긍정적인 측면과 함께 피할 수 없는 전 지구적 경쟁 환경을 초래했다. 이러한 환경 변화 속에서 도시의 가치를 높이는 방안으로 물리적 환경, 양화될 수 있는 경제적 요소들 이외에 사회적 관계나 사회적 행위의 결과로서의 사람과 문화 등의 무형적 가치에 대한 강조가 두드러지고 있다. 지금까지 도시경쟁력의 주요 척도였던 GDP 등의 경제지표 이외에 사회적 시스템이나 문화적 수준, 도시의 생활스타일 등 도시가 갖고 있는 소프트한 측면이 더욱 강조되고 있다. 이러한 발전 패러다임의 변화에도 불구하고 한국사회에서는 이에 대한 실증적 논의나 분석적 연구는 그리 활발하지 않다. 도시경쟁력 개념, 창조도시론, 소프트파워론 등이 사회과학의 이론적 논의로 발전하기보다 정책개발의 실용적 목적으로 도출된 때문이기도 하고, 이러한 논의를 뒷받침할 실증적 사례들을 일관되게 제시하기 어려운 이유도 있다.
이글은 이러한 문제의식 하에, 도시경쟁력 제고를 위한 문화적이고 소프트한 파워현황에 대한 실증적 분석을 시도하였다. 먼저 도시가치를 평가하는 도시경쟁력 평가체계 현황을 리뷰하고, 도시경쟁력 평가영역에서 문화가치를 포함한 무형의 부문들이 어떤 역할을 하는지를 밝힌다. 또한 도시경쟁력 제고의 주요 요소로서의 창조문화부문과 소프트파워부문에서 아시아 도시들 간의 유사성과 차이점을 서울을 포함한 아시아 도시국가에 대한 실증 자료에 근거해 분석한다.
이러한 분석에 기반해 도시경쟁력을 확장하기 위해서는 문화자본을 포함한 삶의 질 가치를 제고하는 방안이 중요하며 이는 각 도시간의 맥락적 유사성과 차이성을 인지하는 것이 중요하다는 점을 밝힌다. 동시에 특정 지역의 문화가치를 제고하기 위해서는 문화정책이라는 협의의 수단 뿐 아니라 지역사회 전체의 사회문화적 토대를 강화하는 포괄적인 접근방식과 정책접근이 중요하다는 점을 강조할 것이다.

다국어 초록 (Multilingual Abstract)

In the past two decades, general and conflicting trends have characterized the situation of many urban areas across the world. The same processes driving an increase in the competition among cities at the global scale have played a role in creating tensions in the social sphere. The concept of competitiveness has grown significantly in the past decades and it is now common for cities, regions and nations to assess, improve and publicize their competitive standings toward other places. Yet it remains rather unclear just what competitiveness is when applied to places, which have objectives distinct form those of private sector organizations, for whom share price and profitability serve as common metrics. By the way, social and cultural values are more important for raising the urban competitiveness than any other factors.
Thus, the purpose of this study mainly reviewed the global urban competitiveness evaluation system conducted by severa consulting firms and international organizations. Based on the comparing several urban competitiveness evaluation systems, we analysed the key indicators of cultural value and soft-power to enhance the urban competitiveness. In this paper, we reviewed the urban competitiveness theory and soft-power theories and analysed the empirical data of soft-power capacity among several cities. As the results of our analysis, we addressed that the importance of cultural value and soft-power capacity in regions’ competitiveness. We also insisted that we could enhance the urban competitiveness not only by the direct cultural policy but also by the general social and cultural policies.
