해양안전관리시스템의 효율성 제고방안 = A Study on the Improvements of Effective Ocean Safety Management System

국문 초록 (Abstract)

해운기업의 경쟁력 확보와 선박의 안전성 향상을 위해서는, 연근해를 주 무대로 하여 항행 또는 어로 작업에 종사하고 있는 노후선과 기준미달선에 효율적인 해상안전 관리 체제의 구축이 절실하다. 본 연구의 가설 검정에서 해상안전 관리체제의 선진화, 선사의 자율적인 안전관리체제 구축, 안전관리의 제도적 지원 체제 및 선박 종사자의 자질 향상이 모두 물동량 증대, 시장점유율 증대, 비용절감 및 서비스 개선 등의 선사 성과에 대하여 긍정적으로 반응하였다. 이와 같은 결과에 따라, 선사의 운송서비스의 질을 제고시키고 경쟁력을 증대시키기 위해서는 첫째로, 현재 낙후되어 있는 해상안전관리체제를 선진화하여 구축하고, 항행질서를 혼탁하게 하는 연안선박의 안전항행을 위해 이제는 연안선박에도 ISM Code를 단계적으로 도입하여 시행할 것이다. 그리고 ISM code를 시스템적으로 지원하고 관련자들의 자질 향상을 도모해야 할 것이다.

다국어 초록 (Multilingual Abstract)

The effective management system for ocean safety may be one of the key factors for shipping companies to grasp competitive edge and to guarantee the safety of their ships as well. By pointing out weaknesses of the shipping industry, this paper argues that the implementation of such management system is vital especially for the overage and below-standard ships which operate in the neighbouring waters of the Korean Peninsula. Abstract:
The empirical study finds out that some major variables effecting the ocean safety, such as advanced system of ocean safety management, implementation of self-controlling safety management in shipping companies, institutional support system towards safety management and quality improvement of staffs, hold positive relationship with the dependent variables which depicts the managerial achievements, such as magnitude of cargo transportation, market share, decrease in cost and improvement in.
The empirical results indicate that the phase-in of the ISM Code may be the best strategy to cope with the current adverse circumstances. And, of course, the adoption of the ISM Code should satisfy the precondition that it is systematically implemented and companies should put endeavours for enhancing the qualities of their staffs.
