구동독의 對 북한 사회주의 건설지원 = A study of East German Assistance to North Korea in the 1950s

The purpose of this paper is to analyze East German assistance to North Korea on the basis of the secret documentary records from German national archives.
In a study method, two approaches have been realized. One is to prove oral history in relation to the contents of the documents, and to manifest the deep-seated side of historical affairs. The secret documents expose the extensive support in political and economic areas. The other is to have interviews with North Koreans and Germans those who participated in North Korean cooperation work. The interviews have been done in order to understand East German role and influence on the development of North Korean society in the 1950s.
On the whole, the paper consists of three parts, focusing on the East German assistance to North Korean economic development, the specialist education toward North Korean in the early stage of industrial development, and North Korean and East German reconstruction joint work in Hamhung. On the assistance and support, the achievement of Korean assistance committee in East Germany and the education program of Korean workers in European communist countries are remarkable. On the reconstruction joint project, it helps enhance understanding not merely the early North Korean and German cooperation but also the international policy of communist in the 1950s in Far East Asia.
The conclusion to be drawn here is that how the East Germany and the Soviet Union lead North Korea to a socialist state in Asia. The secret documents of German archives as well as many German and North Korean statement over historical experience make clear the concrete transformation of socialization in the history of North Korea.

국문 초록 (Abstract)

본 연구는 독일국립문서보관소로부터 수집된 비공개 기밀 문헌자료 3만여쪽과 이전 북한관련 업무에 참여하였던 독일인과 북한인들 20여명의 경험적 사실의 증언을 기초로 하여 50년대 구동독의 對 북한 사회주의 경제건설의 역사적 경험과정을 살펴보았다.
본문은 구동독이 한국전쟁이후 펼쳤던 對 북한 사회주의의 건설사업을 원조 및 경제지원, 기술인재교육사업과 함흥시 복구사업의 세 분야로 나누어 천착하고자 하였다. 동독과 북한관계의 첫 협력으로 조선원조위원회의 활동 및 무역형태를 띤 경제원조의 내용을 동독당기밀문서를 통해 구체적으로 살폈다. 그리고 사회주의건설 일군을 위한 인재교육사업을 현재 독일에 망명중인 초기 선발참여인원들의 구술내용으로 파악하고자 하였다. 끝으로 초기 경제협력의 중요사업인 함흥복구건설을 그로테볼 수상과 김일성의 협약을 통한 사업시작에서 중소이념분쟁에 따른 동독기술단 철수까지의 과정으로 나누어 실증적이고 종합적으로 가늠하고자 하였다.
이 논고는 구동독을 비롯한 사회주의권 국가들이 북한에 어떠한 영향을 끼쳤는가 하는 것을 고찰하는 것으로 북한 사회주의형성과정과 그 과정에서 전개된 국제정치흐름의 의미를 살필 수 있는 단서를 제공할 수 있다. 특히 기존에 다루어지지 않았던 독일내 국가기밀문서와 역사적 경험자들의 진술은 북한 사회주의 건설을 새로이 조명하고, 북한 및 통일관련 연구에 있어 새로운 의미 있는 양적, 질적 기반을 마련하는 의미를 제공할 수 있을 것이다.
