To conduct an war against other country, a country should not depend only on quantitative arms buildup anymore. Rather, it has to be equipped with preparation for mobilization and military ability in order to reinforce the prepared military strength in case of emergency by possessing minimum military strength in peace time with cutting-edge weapons and equipments.
Moreover, considering Korean peninsula's battlefield environment with short battle depth and strategy to counteract North Korea's blitz tactics, national mobilization capability as a second military strength is not a choice but an indispensable thing which is directly connected to life and death of nation. Accordingly, as verified in Gulf War and Iraq War, to conduct effects-based operations and rapid and decisive operations we can minimize workable standing army, filling the space with cutting-edge weapon system and military technology, mobilized strength ensuring sustaining capability. It would bring maximum economic, social, and military effect with minimum cost. Therefore, in order to let mobilized strength be at the level of standing army, mobilization system should be established in accordance with future national defense environment and preparation for mobilization should be improved practically.
Thus this study covers conceptual institutional ways for developments for each field across whole mobilization. To develop mobilization system suitable for war paradigm, this study draws our institutional ways for development based on examples of foreign mobilization system and U.S. army's backup power training and management. First, as institutional measures to strengthen spiritual mobilization, MOU should be made with private film company to produce movies to inspire patriotism, supplying them into reserve forces training and military security experts should be sent to annual civil defense education so as to make it practical security education. Second, mobilized organization's infrastructure has to be strengthened and especially by dispatching military executives, swift mobilization in time would be feasible, filling the space of mobilized force. Third, national mobilization law should be legislated to integrate scattered mobilization laws and clarify mobilization rules precisely. Fourth, in terms of personnel mobilization, prior mobilization reserve should be designated as elite forces among partial mobilization subjects and proper combat power display in time should be made possible through early increase in mobilization preparation and soldiers on service.
Fifth, in transportation mobilization part, mobilization sign grafted with IT technology and ways to improve vehicle registration system are proposed. Sixth, in construction and industrial mobilization, mobilization requirement institution in accordance with civil equipment is necessary and range of mobilization assignment should be expanded depending on social and economic structure change.
