Alliance and collaboration among city-regions have turned into a new development strategy that promotes economies of scale and scope through spatial redistribution of industries. Its internal procedure is a force of agglomeration, while its external procedure amounts to super-agglomeration to create cross-border regions. In particular, the creation of a Southeastern Economic Zone and its resultant cross-border cooperation between the Southeastern Region and Kyushu are expected to be a touchstone of the new administration’s regional policy. The recent dramatic alliance between Busan and Fukuoka is the first step toward creating a Korea-Japan Super Agglomerate Economic Zone. This article examines the opportunities and challenges facing the collaborative regional development across Korea-Japan Strait viewed in light of excellent maritime cross-border experiences in Europe. A case study of the cross-border cooperation between Sweden and Denmark through the Øresund Channel puts forth some lessons for Korea-Japan Strait Zone that (1) the double effort for agglomeration and super-agglomeration is promoted in parallel with a decentralization of economic development power, (2) the core of the development strategy is to create a larger market for skilled labor by gathering a skilled workforce and employers across border, and (3) the soft infrastructure, such as university-private sector-public sector cooperation, is necessary to substantialize cross-border cooperation. The review of current situations of a regional alliance across the Korea-Japan Strait underlines the zone's strength in geo-economic proximity, possible industrial synergy, and grass-root regional social capital, but also shows that inter-city diplomacy needs the central governments' support in terms of autonomy and legitimacy.
