This paper studies an evaluation and revitalization strategy of the Kaesong Industrial Complex from the perspective of SDGs (Sustainable Development Goals). Unlike previous studies, this study aims to contribute to the performance of the SDGs of North Korea through the revitalization of the Kaesong Industrial Complex, focusing on the fact that North Korea has the will and effort to implement the SDGs. The main findings are as follows: First, the status of North Korea’s SDGs is found to be poor in economy and society other than the environment compared to China and Vietnam, which are economy transition countries. Second, As a result of analyzing the Kaesong Industrial Complex from the perspective of SDGs, the increasing production and the improvement of the working conditions of the Kaesong Industrial Complex contribute to the economic and social of the SDGs in North Korea. On the other hand, the financial system and the use of eco-friendly energy sources are limitations. Therefore, based on the analysis of North Korea’s SDGs and the Kaesong Industrial Complex, the strategy for the revitalization of the Kaesong Industrial Complex is presented by dividing it into long-run and short-run. Each period is divided into economy, society, and environment. In the short run, the strategy is drawn up to restart and normalize the Kaesong Industrial Complex. In the long-run, based on the short-run performances, the goal is to contribute to all of the SDGs by strengthening the competitiveness of the Kaesong Industrial Complex. It is expected that this study can be used as a plan to strengthen North Korea’s SDGs capacity through the Kaesong Industrial Complex and to expand and revitalize inter-Korean economic cooperation.
