경기북부 저발전 현황과 과제 : 시·도별 비교를 중심으로 = The Underdevelopment of North Kyonggi Province: Disparities of Provincial Development

국문 초록 (Abstract)

본 연구는 수도권이면서도 접경지역에 위치해 있는 지역적 특수성으로 인해 각종 개발 규제의 대상이 되어 왔던 경기북부의 저발전 실태를 지적하고, 이 지역 발전을 위해서는 어떠한 개발전략이 필요할 것인지를 모색하고자 시도된 것이다. 이를 위해 1995년과 2000년의 접근성, 생활편의성, 경제발전성, 재생산성, 환경쾌적성, 지역사회 건전성 등 6개 영역, 32개 개별지표를 선정하여 각 부문별 및 영역별 현황을 타 시·도와 비교해 보았다. 분석 결과 경기북부의 전반적인 지역발전도는 전국 광역자치단체와 비교할 때 최하위 수준에 머물고 있었다. 각 영역별 발전도에 있어서도 대부분의 지표에서 취약점을 나타내었다. 이것은 동일한 행정구역내에 있는 경기남부의 지역발전도가 전국에서 2-3위를 차지하는 것과 매우 대조적이다. 이러한 결과는 경기도를 남·북으로 구분하지 않고 분석된 기존 연구에서는 발견될 수 없었던 경기 남북의 전반적인 위상을 뚜렷이 보여 주는 것이다. 이러한 맥락에서 본 연구에서는 경기북부가 현재의 낙후성을 극복하고 경기북부 고유의 특성적 지역발전을 도모할 수 있는 방안으로 경기북부만의 독자적 발전전략 수립을 비롯한 발전과제를 제시하였다.

This study examines the underdevelopment situation of North Kyonggi Province by the regulation policies of Korean central government, and tries to explore the development strategies for the province. For the purpose of this study, dimensions of regional disparities in Korea are classifies into 6 components; accessibility, economic development, reproduction ability, environmental situation, public safety and healthiness. To measure the six components, 32 indicators are used for 17 provinces of Korea(Actually, Korea has 16 provinces. However, this study Kyonggi Province into two province, the North and the South). This research finds that almost all the indicators of North Kyonggi Province are the lowest level among Korean provinces, on the other hand, those of South Kyounggi province is the second or third levels. This paper discusses the causes and effects of the regional disparities and policy implementation for the development of North Kyonggi Province.
