네트워크 의사결정기법을 활용한 감척 의사결정 평가 요소의 가중치 산정

Weighting coefficients for evaluation criteria plays an important role in most policy decision problems such as the development of buyback plan for deep-sea fishing industry. In order to estimate weighting coefficients, many researchers use analytic hierarchy process, which structures the problem hierarchically. But, some decision problems cannot be structured hierarchically because they involve the interaction and dependence among evaluation criteria. In policy decision support for buyback planning of deep-sea fishing industry, some evaluation criteria may be affected by the other criteria, which implies that analytic hierarchy process is not an appropriate approach. Therefore, we propose to use analytic network process, which generalizes analytic hierarchy process by allowing the interaction and dependence among criteria. By using analytic network process, we can estimate the weighting coefficients assigned to each criteria and determine the order of priority in buyback planning for deep-sea fishing industry.
