국내 특허정책의 단계별 진화에 관한 탐색적 연구 = An Exploratory Study on The Sequential Evolution of The Patent Policy in Korea -Focused on The Public Consulting Service of Patent-R&D Link Strategy -

국문 초록 (Abstract)

본 연구에서는 2005년부터 2011년까지 전개되어 온 국내의 공공부문 특허-R&D 연계 전략 컨설팅서비스를 수행실적과 수행주체 등 두 가지의 하위구성요소들로 분류하고 각각의 구성요소에 대해 연도별/ 시대별 진화과정을 비교분석함으로써 역사적 시사점을 도출하는데 연구의 목적을 두었다. 연구자들은 이 서비스의 하위구성요소별 관련 성장 발전도 평가요소를 추출하고 시대별 하위구성요소들의 진화과정을 평가 및 비교분석한 결과, 이 서비스는 매년 성장 및 발전하고 있을 뿐만 아니라 유사한 년도끼리 묶으면 이 서비스의 성장발전의 역사를 크게 3분 할 수 있는 특징이 있음을 확인할 수 있었으며, 다음과 같은 시사점을 얻었다. 첫째, 공공 컨설팅서비스가 시혜적으로 시작되었다 하더라도 공급자의 서비스 가치에 대해 수요자 호응과 만족이 뒷받침되면 수요자 비용부담이 점차 늘어나는 방향으로 발전하게 되며, 궁극적으로는 공공예산에 의한 초기 시장 조성단계에 머무르지 않고 수요자가 비용부 담을 전부 지게 되는 자유경쟁시장 서비스로 진화 및 발전하게 될 수 있다. 둘째, 수행실적이 증가하게 됨에 따라 컨설팅서비스 수요자의 전문성 요구가 증가하게 되고 이러한 변화에 의해 컨설팅서비스 공급기관과 컨설턴트 모두 전문성 향상 방향으로 진화하게 된다. 이러한 시사점들로부터 컨설팅서비스의 진화방향의 예측, 전문성 함양 교육 등의 관리방향 설정과 관련하여 여러 가지 경영교훈을 얻을 수 있다.

다국어 초록 (Multilingual Abstract)

The object of this study is to classify the public consulting service of patent-R&D link strategy operated from 2005 to 2011 into the 2 part sub-elements, performance and main carrying player, and to draw the historical implications by comparatively analyzing their periodical evolutions. As a result of drawing evaluation factors of growth-development degree related to the above 2 part sub-elements, and applying to the performance result of the yearly public consulting service of patent-R&D link strategy, it is confirmed that the service has been developed year by year. And, the evolution history of the service can be divided into the 3 parts. As a result of comparatively analyzing the evolution process of each stage s sub-elements by dividing the service into such 3 stages, it is confirmed that the result of such analysis has the feature and implication as follows. First, even if a public consulting service was begun in dispensation, if the customer is satisfied with the service value, the service can be developed to the direction of escalating the customer s cost sharing, it can t be in the early constructing stage of the service with the public budget, and finally it can be developed to the free competition market in which the customer shares entire cost of the service. Secondly, the performance and the customer needs of the service professionalism propel a service firm and its consultant into escalating the service professionalism. Many management lessons related to the prospection of the evolution direction of the consulting service and the training for escalating the consultant professionalism, etc are obtained from such implications.
