국문 초록 (Abstract)

독일은 전통적으로 장애아동 분리교육이 강한 국가로 알려져 있다. 통계학적 수치가 보여주듯 교육선진국이면서도 유럽과 북미의 통합교육 진행정도에 비해 현저히 낮은 통합교육 보급률을 보인다. 본 연구에서는 독일의 전통적 특수교육체계를 파악하고 독일에서 통합교육의 보급이 활발히 진행되지 못한 원인을 찾고자 하였다. 이를 위하여 독일의 교육제도, 교사양성체계, 특수교육운영체계 등이 통합교육발전에 미치는 영향을 분석하였으며, 비교척도로써 미국의 사례를 부분적으로 참고하였다. 결과적으로 독일의 특수교육 및 일반교육체계 전반이 통합교육 발전에 비효율적인 구조임과 동시에 특수교육적 접근방법이 아동의 교육적 요구 중심이 아닌 교육기관(특수학교)중심으로 이루어짐으로써 특수교육대상아동의 비율, 분류체계, 통합교육 비율 및 교육과정 이수 비율 등에 전반적으로 영향을 미치고 있음을 밝혔다. 마지막으로 독일 특수교육이 안고 있는 체제변화에 대한 과제는 특수교육체제 변화를 꾀하는 한국에도 동일한 과제로 부여되어 있음을 시사하였다.<주제어> 독일과 미국의 통합교육, 아동의 요구중심 특수교육, 기관중심 특수교육
