This article is to find whether there is any meaningful implication for today in Choson Confucian intellectuals` political philosophy with regard to political publicness. I think that the core question of Choson Dynasty`s Confucian politics lies in the concept of Kong(公/gong, public and fairness), and analyzes kongdo (公道, justice), kongnon(公論, common opinion), kongui(公義, commonly recognized propriety) and the debates on publicness and privateness, etc, namely, the philosophical position of Choson intellectuals who pursued public and fair political order connected with China`s Neo-Confucianism ever since the early Choson Dynasty. From the perspective of political philosophy, there exists some common phenomenon irrelevant with the passage of time, and that is, Choson intellectuals` common political aspiration for implementing Wangdo chongch`i(王道政治=Wangjong王政, the ideal politics) or Injong(仁政, benevolent politics). As it is well known, Wangdo chongch`i or Wangjong finds its origins from the two concepts of just and impartial Wangdo(王道) and Royal Perfection (皇極) in the Hongbom section of Sokyong(the Book of History). And since it is usually regarded that it is Kicha who historically handed down the fundamental principles for political operation, namely, Hongbom Kuchu(洪範九疇, the Great Plan composed of Nine Divisions), the story of Kicha`s Hongbom has been often put up for discussion in the discourse on Wangdo chongch`i. Chunghwa(中華) or Chungguk(中國, China), which was considered by Choson intellectuals as the most advanced and highest-level Confucian civilization, also refers to the fundamental principles of human relations and rituals and music which were introduced into Choson through Kicha Hongbom. Therefore, to Choson intellectuals, Wangjong means the implementation of the most impartial and just political order and the realization of Confucian social moral principles passed down thousands of years ago from Kicha Choson(the ancient Choson), and the place where Wangjong is materialized could be called as Chunghwa or Chungguk. Although Choson Confucian intellectuals` discourse on Chunghwa was developed with multiple meanings, there is one common point for them, namely, the discourse on Wangjong. Confucian intellectuals in late Choson, who intended to materialize Wangjong in Korean peninsular, also shares some similar political perceptions. This article investigates what influences Choson intellectuals` debate on Kicha Choson and Sinocentrism has exerted on those intellectuals` discourse on Wangjong, namely, the ideal political system and operation principles, and then on the basis of the investigation inspects how the publicness of Choson politics could be evaluated.
