호족국가 고려와 지방자치의 발전 = The Hojok Nation Goryeo and the Development of Local Autonomy

국문 초록 (Abstract)

신라말기 지방에 대한 통제력이 약화되자 지방호족들이 지역별로 할거하기 시작했다. 호족들은 중앙집권의 이데올로기를 제공했던 교종과 대항할 수 있는 선종으로 무장했다. 선종 또한 자기 보호와 확장을 위해 지방호족을 필요로 했다. 지방호족이 새롭게 역사의 전면에 등장하며 고려는 건국되었다. 또한 지방‘경기’가 탄생되었고 5도 양계처럼 지방의 고유한 특성에 맞는 역할을 부여하고 제도를 운영하기도 했다. 지방호족은 통치조직은 물론 사병까지 거느리고 있었다. 중앙의 지배력이 약화되고 지방의 자율성만을 강조할 경우 지방은 언제든지 분열할 수 있을 만큼 지방성이 강했다. 고려 태조 왕건이 왕위에 즉위했지만 왕권은 미약했다. 고려는 미약한 왕권을 강화하기 위해 중앙집권화를 추구했지만 지방세력들의 자율적 질서를 해체하기 보다는 그것을 활용하는 방식을 택했다. 따라서 고려는 중앙집권과 지방분권의 사이에서 지배와 자율이 상호 교차하는 다원화된 질서를 추구할 수밖에 없었다. 그래서 중앙권력은 지배만을 추구할 수 없었고, 지방호족 또한 자율만을 추구할 수 없었다. 지배와 자율의 생산적인 긴장관계를 유지하려 했다. 지방은 지배와 자율이 교차하는 정치공간이었다.

다국어 초록 (Multilingual Abstract)

At the end of the Silla period, Hojoks(local powerful families) began to divide into regions. Hojoks armed themselves with the Zen sects that could counter the ideology of centralization supported by non-Zen Buddhism. The Zen sects also needed local dignitaries to protect themselves and expand themselves. The Goryeo Dynasty was founded with the appearance of local powerful families in history. In addition, Gyeonggi Province, which is a local area, has been established and the system has been operated to suit the characteristics of local areas, such as five provinces and two regions. Local powerful families were accompanied not only by government organizations but also by private soldiers. If the central government weakened its control and emphasizes local autonomy, local governments could be divided at any time. King Taejo Wang Gun of Goryeo ascended the throne, but the royal authority was weak. Goryeo pursued centralization in order to strengthen its weak royal power, but chose to use the autonomous order of local forces instead of dismantling it. Therefore, Goryeo had no choice but to pursue a pluralistic order of rule and autonomy between centralization and decentralization. Therefore, central power could not only pursue control, and local power could not only pursue autonomy. They tried to maintain a productive tension between dominance and autonomy. Local governments were a political space where domination and autonomy intersect.
