교육비용함수를 활용한 단위학교 적정 교육비의 산출 분석 = Estimating an Adequate Cost of Primary Education in Seoul by Using an Education Cost Function

국문 초록 (Abstract)

학생 1명이 일정한 수준의 교육성과를 달성하기에 소요되는 비용은 얼마나 되나? 최근 학교 책무성이 강조되면서 최소한의 교육결과를 보장하고 이에 소요되는 교육비를 산출, 충분히 확보하는 노력이 이루어지고 있다. 일정한 교육결과에 기반한 교육비-여기에서는 적정 교육비라 명함-는 종래 교육과정 운영에 필요한 최소한의 비용인 표준교육비와 구별되는 개념으로, 종래 투입 중심에서 산출 중심으로 교육비를 재정의 하고자 하는 노력의 일환이다.
본 연구는 교육비의 충분성(adequacy)연구에서 많이 활용되고 있는 교육비용함수를 활용하여 서울시 국·공립 초등학교의 적정 교육비를 추정하고, 그 결과를 현재의 표준교육비와 실제 교육비와 비교하여 분석하였다. 또한, 동일한 교육성과를 달성하는데 소요되는 비용이 학생 특성에 따라 얼마나 차이가 있는지 추정하여 학생 특성별 1인당 가중치로 도출하고자 하였다.
분석결과, 2011년의 학생 1인당 적정 교육비는 학교알리미를 통해 공시되고 있는 단위학교별 보통 학력이상 학생 비율을 최소한 90% 수준(현재 83%)으로 올리고자 하는 경우 학생 1인당 약 221만원이 소요되는 것으로 나타났고, 현재 단위학교 실제 교육비 211만원보다 10만원이 추가 소요될 것으로 추정되었다. 학업성취수준 향상 정도에 따른 교육비용 소요를 분석한 결과, 서울시내 평균의 특성을 가진 학교에서 보통학력이상 학생비율을 1% 포인트 증가시키는데 소요되는 비용은 학생 1인당 약 7,448원으로 도출되었다. 마지막으로, 학생 특성별 적정 교육비 차이를 살펴보기 위해, 동일한 교육성과에 도달하기 위해 무료급식 학생의 경우, 일반 학생보다 1.12배의 교육비용이 더 필요한 것으로 나타났다.
본 연구는 학생 1인당 교육비를 일정한 수준의 교육결과에 기반하여 산출함으로써 종래의 투입 중심의 교육비와 다른 결과를 보여주고 있다. 또한, 동일한 수준의 교육결과에 도달하기 위해 소요되는 비용은 학생의 특성에 따라 다르다는 것을 함께 나타내고 있다. 이는 기존 투입 중심의 교육비 산출과, 학생 특성에 관계없이 학급수와 학생수에 따른 포뮬러에 의해 일률적으로 배분되고 있는 교육재정 시스템을 개선하는데 중요한 정책적 시사점을 제공한다.

다국어 초록 (Multilingual Abstract)

How much is the cost of educating a student to a particular level of educational outcome? As school accountability is recently introduced in Korea, there is an effort of estimate and procure the cost of an adequate education. In this study, we rethink the cost of education by shifting a focus from input-based to outcome-based estimation. Specifically, we estimate the education cost function which is often used in measure the cost of an adequate education in the economic literature. Then, we compare its estimates to the previous education cost on the basis of education inputs. In addition, we try to estimate how much more an economically disadvantaged student additionally needs for an adequate education relatively to a regular student.
Our results indicate that per-pupil expenditure for improving academic achievement proficiency from 83% to 90% point is estimated 2,210 thousand won which is 100 thousand won larger than actual average expenditure in primary schools. An one percent increase in academic achievement is found to need additional 7,448 won per student. The cost of an adequate education differs by student characteristics. The adequate cost of educating an economically disadvantaged student is estimated 1.12 times higher than a regular student. These findings provide very useful policy suggestions for switching our education finance system from input-based equity to outcome-based equity and adequacy.
