교육비용함수를 활용한 단위학교 적정 교육비의 산출 분석

How much is the cost of educating a student to a particular level of educational outcome? As school accountability is recently introduced in Korea, there is an effort of estimate and procure the cost of an adequate education. In this study, we rethink the cost of education by shifting a focus from input-based to outcome-based estimation. Specifically, we estimate the education cost function which is often used in measure the cost of an adequate education in the economic literature. Then, we compare its estimates to the previous education cost on the basis of education inputs. In addition, we try to estimate how much more an economically disadvantaged student additionally needs for an adequate education relatively to a regular student.
Our results indicate that per-pupil expenditure for improving academic achievement proficiency from 83% to 90% point is estimated 2,210 thousand won which is 100 thousand won larger than actual average expenditure in primary schools. An one percent increase in academic achievement is found to need additional 7,448 won per student. The cost of an adequate education differs by student characteristics. The adequate cost of educating an economically disadvantaged student is estimated 1.12 times higher than a regular student. These findings provide very useful policy suggestions for switching our education finance system from input-based equity to outcome-based equity and adequacy.
