EU와 미국의 배터리 순환경제 정책 및 입법 = Policies and Legislation for Battery Circular Econonomy in the EU and USA

국문 초록 (Abstract)

전기자동차 이용확대에 따라서 EU와 미국에서 전기자동차 배터리에 대한 수요가 증가하였다. 전기자동차 배터리 생산을 위해서는 핵심광물 공급망 안정화가 확보되어야 했다. 중국에 대한 핵심광물 채굴과 가공에 대한 의존도를 줄이기 위해서, EU와 미국은 배터리의 재활용 및 재사용을 통한 핵심광물 공급망 안정화를 목표로 하는 배터리 순환경제 구축을 위한 정책적 노력을 기울이고 있다. EU는 배터리 핵심광물 공급망 안정을 위해서 “역내 광물 채굴 활성화”, “역내 광물 재활용-재사용”, “신뢰할 수 있는 역외 파트너 국가로부터 핵심광물 도입” 등의 정책을 추진하고 있다. 이는 EU 배터리 규정과 핵심원자재법으로 표현되었다. 미국은 오바마 행정부 시기의 전기자동차 육성정책이 트럼프 행정부 시기에 난관에 직면했지만, 바이든 행정부 출범이후 IRA를 통해서 미국 내 전기자동차 산업과 배터리 산업 확대를 추진하고 있다. 특히 IRA Section 13401의 배터리 핵심광물 조건에 따르면, 전기자동차가 IRA 보조금을 받기위해서는 전기자동차에 탑재된 배터리에 사용된 핵심광물(Critical Minerals)이 IRA에서 시기별로 규정한 비율 이상 미국 또는 미국의 FTA 체결국에서 채굴(Extracted) 또는 가공(Processed)되거나 북미에서 재활용된(Recycled) 광물이어야 한다. 특히 연방정부 차원의 IRA 보조금은 폐배터리 순환경제 관련 기업들이 미국 내 투자를 확대하는데 크게 기여하고 있다.

다국어 초록 (Multilingual Abstract)

The demand for electric vehicle batteries has increased in the EU and the United States due to the expansion of the use of electric vehicles. The critical minerals supply chain had to be secured for the production of electric vehicle batteries. In order to reduce dependence on China's mining and processing of critical minerals, the EU and the United States are making policy efforts to establish a battery circular economy which aimed at stabilizing the critical mineral supply chain through recycling and reuse of batteries. The EU is promoting "expansion of critical mineral mining in the EU," "recycling-reuse of critical minerals in the EU," and "introducing critical minerals from reliable partner countries" in order to stabilize the battery's critical mineral supply chain. This was expressed by the EU battery regulation and the critical raw material act. The Obama administration's policy to foster electric vehicles faced difficulties during the Trump administration. Since the Biden administration, the U.S. policies have been implemented to develop the electric vehicle industry and battery industry in the U.S. In particular, according to the battery mineral conditions of IRA Section 13401, in order for an electric vehicle to receive an IRA incentive, the critical minerals used in the batteries in the electric vehicle must be mined, processed in North America and USA’s FTA partners or recycled in North America. IRA subsidies are contributing greatly to the increase of industrial investment in the United States, regarding the battery circular economy.
