국회도서관 외국법률번역의 품질보증 방안 고찰: DG TRAD 사례와의 비교를 중심으로 = Quality Assurance in Foreign Law Translation at the Korean National Assembly Library: Insights from DG TRAD

국문 초록 (Abstract)

국회도서관 외국법률번역 DB 사업은 외국어에서 한국어 방향의 법률번역으로는 가장 큰 예산이 투입되는 한국의 대표적인 ‘제도 법률번역’이다. EU 번역기관들의 경우 외주 번역을 포함해 번역생산 과정의 모든 요소를 포괄적으로 관리하는 품질보증 정책을 마련 하여 예산 및 과정 효율성을 달성하고 있다. 그러나 대부분의 한국 법률번역 기관들은 체계적인 품질보증 접근법이 부재하며, 제도번역의 핵심 표준화 장비인 번역메모리, 용 어데이터베이스, 스타일가이드 등이 없이 외주계약자가 마련한 품질보증 정책을 통한 상 향식 접근을 통해 번역 품질을 관리하고 있다. 이에 본고는 국회도서관 DB 사업을 번역 품질보증 관점에서 점검하고, 유럽의회의 입법 지원을 위한 번역서비스 부서인 DG TRAD의 품질보증 접근과 비교하여 개선점을 살펴본다. 이를 위해 DB의 품질을 결과물 품질과 서비스 품질로 구분하고, 결과물 품질지표인 정확성, 일관성, 명확성의 달성 방안 을 논의한다.

This study examines the quality assurance policies and practices of the Foreign Law Translation Database managed by the Korean National Assembly Library, as a key institutional legal translation service in Korea. To gain insights into best practices, the Directorate-General for Translation (DG TRAD) of the European Parliament is analyzed, focusing on two critical dimensions of institutional translation quality: product quality and service quality. The analysis reveals that DG TRAD ensures accuracy, consistency, and clarity—core indicators of product quality in legal translation—by enforcing adherence to institutional terminological resources, inter- and intra-institutional style guides, and other standardization tools. DG TRAD also upholds service quality through a rigorous downstream quality assurance approach for external contractors, which includes stringent translator and project management tests as key selection and award criteria for tenders, alongside ex post verification and assessment of each delivered translation.
