융합연구 지원의 정책 방향 = Direction of Policy Development in Integrated Funding Program: The Case of SciSIP in NSF and NCCR in SNSF

국문 초록 (Abstract)

글로벌시대의 가속화와 함께 사회경제적 문제가 복잡다양한 형태로 변화하면서 주요 선진국을 중심으로 지속가능한 사회경제적 발전을 추구하기 위해 다양한 융합연구 프로그램이 추진되어 오고 있다. 그러나 국내에서는 시장성 중심의 단편적 융합연구사업을 중심으로 추진해 오면서 사회경제적 문제해결에 한계를 보이고 있다.
따라서 본 연구는 NSF의 SciSIP와 SNSF의 NCCR, NRF의 NCRC를 사업의 내용, 추진 방식, 평가 내용의 관점에서 비교ㆍ분석하고, 향후 지속가능한 사회경제적 발전을 추구하기 위한 융합연구의 정책방향을 제시하는데 목적을 두고 있다.
분석결과 첫째, 사회경제적 문제의 주요 아젠다를 도출하여 문제해결 기반의 융합연구를 전략적으로 지원해야 하며 둘째, 정책결정에 활용 가능한 과학적 근거 기반의 융합연구 지원사업을 추진해야 한다. 셋째, 융합연구에 그랜트(grant)방식의 연구지원이 필요하며 넷째, 융합연구 평가의 전문성 제고를 위해 일부 평가위원을 국제전문가로 구성하고, 융합연구심의위원회를 신설하여 최종심의 업무를 이관해야 한다. 그리고 평가기준에 '새로운 융합연구의 방법수준', '연구문제와 학문분야 간 구성의 부합성', '성공가능성' 등을 평가기준에 반영하고, '주관연구책임자의 미래지향성'과 '연구구성원의 시너지 창출 의지'의 모호한 기준을 '연구계획의 미래지향성'과 '시너지 창출효과 수준'으로 개선해야 한다는 결론을 도출하였다.

다국어 초록 (Multilingual Abstract)

During decades, acceleration of the globalization and changing to multiple and complex of social and economic problems in International society, these have increased integrated funding programs for sustainable development in major developed countries. But programs in Korea has operated for marketing. The result, national critical issues could not be solved as research competence have developed unsystematic. According to these backgrounds, this paper focused on the comparative study in terms of funding objects, operating system, assessment methods between SciSIP in NSF, NCCR in SNSF, and NCRC in NRF.
In conclusion of comparative analysis, it has been identified four directions about policy-making in funding programs for sustainable development. First, above all, planners program planner must identify to major agenda in planning process, and targeted funding program must be planned in systematically. Second, to promote policy-making, it is necessary to begin integrated funding programs which provide policymaker to scientific information as SciSIP in NSF. Third, funding technique of interdisciplinary research must be transferred from contract to grant in gradually. The fourth, in assesment for applied project of integrated research, the professionalism of members in evaluating panel should be advanced and evaluation criteria must be improved. Also, Review Board of Integrated Research in MEST should be established like Board in SNSF.
