일반 논문 : 자발적 시민 정치조직의 웹 캠페인 동학: 미국 무브온 사례분석과 한국적 함의를 중심으로 = A Study on the Web Campaign of Voluntary Civil Political Organization: Focusing the MoveOn.org of the US

국문 초록 (Abstract)

자발적 시민정치조직의 웹 캠페인 현상에 천착한 본 연구는 미국 대선에서 오바마 당선에 중요한 영향을 미친 무브온(MoveOn)의 활동을 중심으로 시민참여와 연계, 동원의 선거참여 현상을 분석하고자 작성되었다. 연구에서 주목한 것은 기존 웹 캠페인이 주로 정당과 정치인에 의해 전개되었지만, 무브온은 자발적인 시민 정치조직을 만들어 시민이 주도했다는 점이다. 연구는 구체적으로는 무브온 웹 캠페인 활동의 동학을 분석하여 그 효과와 영향력을 살펴보고 한국적 함의를 살펴보고자 했다. 연구는 특정 사례를 심층적으로 분석하여 인지적이고 역사적인 접근으로 일반화를 시도하는 질적 연구방법론을 선택한다. 결론을 요약하면, 무브온 활동은 자발적 시민정치 조직의 웹 캠페인 방식으로 2008년 미국 대선에서 큰 위력을 발휘했다. 첫째, 시민들의 창발성과 집단적인 협력에 의한 창조적인 방식으로 예비선거에서부터 기부금, 자원봉사 등의 활동은 저렴한 비용으로 웹 캠페인을 가능하게 했다. 둘째, 수동자적인 입장이었던 시민들이 정치와 선거의 주인으로서의 참여적인 관점을 가지게 한다는 점에서 의미성이 있다.

This study has been prepared to analyze the web-campaign activities of MoveOn.org that had great influence of Obama to win in the presidential election of the US. The study has analyzed the dynamics of the web-campaign activities of MoveOn to took a look at its effect and influence and sought for the Korean implication. As summarizing its conclusion, the MoveOn activity is the web campaign method of voluntary civil political organization that asserted a great power in the US presidential election in 2008. First, this was the creative method by the creativeness of citizens and group cooperation to enable the affordable costs in web campaign with its activities in contribution, voluntary service and others from the preliminary election. And, second, it has the implication in the point that the citizens that had been in passive position began to have participatory point of view as the master of politics and election.
