우리나라 연구실의 안전관리는 2005년 3월 제정된 「연구실 안전환경 조성에 관한 법률」을 중심으로 관리되고 있다. 그러나 대학교 연구실에서 발 생하는 안전사고의 비율은 83%로 타 연구기관과 기업부설 연구기관과 비교 했을 때 높은 비중을 차지하고 있다. 대부분의 대학교 연구실은 학부생과 석사생으로 구성되어 있어 전문성이 떨어지므로 안전사고의 위험성에 많이 노출되어 있는 실정이다. 이렇게 대학교 연구실 안전사고가 꾸준히 발생하 기 때문에 연구실 안전사고 방지를 위한 노력은 필수적이다.
본 논문은 대학교 연구실 안전관리 영향요인을 행정 제도적 요인,운영적 요인,안전교육 요인으로 분류하였다. 각각 영향요인의 세부항목은 안전등급 제도 체계화,독립된 안전부서,위험물 관리 체계화,안전관리 통합화,교육 횟수 강화, 다양한 교육 프로그램 개발로 설정하였다.
영향요인 간의 상대적 우선순위를 도출하기 위하여 계층화분석과정(AHP) 을 활용하였다. 부산 지역 대학교 연구실 안전관리 관련 분야 전문가 14명 을 대상으로 계층화분석과정(AHP)을 실시한 결과,안전관리 영향요인 간의 전체 상대적 중요도는 운영적 요인,행정제도적 요인,안전교육 요인 순으로 중요하다고 나타났다.
이 결과를 바탕으로 우리나라 대학교 연구실 안전관리 개선방안을 제시하였다. 첫째,위험물관리센터를 설립하고 폐액용기저장창고를 활용하여 위험물 관리를 체계적으로 할 필요가 있다. 둘째,다양한 안전교육 프로그램이 개발되어 시간 낭비인 안전교육이 아닌 실험환경에 실질적으로 도움이 되는 안전교육을 실시해야한다. 셋째, 안전관리자가 겸직하여 관리하는 것이 아닌 독립된 안전부서를 설립함으로써 안전관리의 전문성을 높여야한다. 넷째,대학교 연구실은 다양한 전공분야 실험을 진행하는 특성을 가진다. 그러므로 안전등급 기준을 일률적으로 적용시키는 것이 아닌 각 실험실 특성에 따른 위험요소를 파악하여 체계적인 안전등급 기준을 마련해야한다. 다섯째,대학교 연구실의 위치를 한 곳으로 모아 효율적인 안전관리를 해야 한다. 여섯 째,안전 교육 횟수를 반기별이 아닌 분기별,한 달 단위,실험 전에 자주 교육함으로써 교육 횟수를 강화해야한다. 이를 통해 대학교 연구실 안전관 리의 효율성을 높이고 안전사고 수의 감소를 기대할 수 있을 것이다.

The safety management of research laboratories in Korea is mainly managed by the “Act on the Establishment of Safety Environment in Laboratory“ enacted in March 2005, but the proportion of safety accidents in university laboratories is 83 percent, which is a high percentage compared to other research institutes and business-affiliated research institutes. Since most university labs are composed of undergraduate and master’s students, their expertise is reduced, and thus they are highly exposed to the risk of safety accidents. Efforts to prevent safety accidents in the laboratory are essen仕al ecause of the steady occurrence of safety accidents in the university laboratory.
This paper classified the influence factors of safety management in university laboratory as administra仕ve institutional factors, operational factors and safety education factors. The detailed items of each influence factor were set up in the systemization of safety rating system, independent safety
departments, systematization of risk management, integration of safety management, strengthening the number of training sessions, and development of various education programs.
The layering analysis process (AHP) was used to derive relative priorities among influencing factors. The results of a layered analysis (AHP) conducted on 14 experts in safety management related fields at the university’s research center in Busan showed that the overall relative importance among safety
management factors is important in the order of operational, administrative, and safety education factors.
Based on these results, we proposed a plan to improve safety management in our university lab. First, it is necessary to establish a hazardous materials management center and systematically manage hazardous materials by utilizing waste liquid container storage. Second, various safety education programs should be developed to provide safety education that actually helps the experimental environment, not safety educa仕on, which is a waste of time. Third, it is necessary to establish an independent safety department and
specialize in safety management, rather than concurrently managed by the safety manager. Fourth, a systema社c safety grade standard should be prepared by iden社fying the risk factors based on the characteristics of each laboratory, rather than uniformly applying the safety grade criteria according to the characteristics of the university laboratory conducting experiments in various majors. Fifth, the location of the university lab should be gathered in one place for efficient safety management. Sixth, the number of safety educa社on sessions should be strengthened by frequently educating them on a quarterly, one-month basis and before an
experiment, not semiannually. This will increase the efficiency of safety management in university laboratories and help reduce the number of safety accidents.
