The Department for Education and Skills in UK has considered skills to be the core in the educational reform and has especially emphasized the importance on the education of Key Skills. This study is intended to confirm and extract the content of the Key Skills of several skills which the Department for Education and Skills should let all young people and laborers get through the vocational training policy, lifelong education, technical vocational education and school education. There are six key skills in this study such as communication, application of number, information technology, working with others, improving one s own learning and performance and problem solving. The purpose of this study is to confirm the harmonious system of education and employment, while inquiring into the position and function of key skills under the GCSE(General Certificate of Secondary Education and NVQ(National Vocational Qualifications). Therefore this paper shows the fact it is necessary to observe the forming process of synthetic evaluating system of vocational self-reliance and autonomy including starting citizenship education. In conclusion something to notice here is that learning skills in the step of obligatory subject can make it possible regardless of the interest of learners because one can t match vocational qualification with salary.
