      다국어 초록 (Multilingual Abstract)

      The government has designated some cultural tourism festivals to boost local festivals which have value as international tourism festivals for attracting foreign tourists, and to diversify tourism destinations from the central government to outlying regions. While heading toward the 21st century, the local autonomy system was settling down within the nation. As new economic conditions built up rapidly in many zones of life, the mood of local competition and independence were building up among the framework of unified regions that transcended broader-based local government.
      In these changes, the tourist industry has been a reliable income resource industry. Therefore, the government is focusing on diversification of the tourist industry with priority given to festivals.
      Now, although annual folk festivals take place mostly in Jeonnam province and kwang-ju city, these festivals are planned as part of the tourist industry and the publicity of their specific region with the local autonomy system. Moreover, their establishment history is too recent to avoid government control. Hence, we need to re-emerge drama which relates to local traditional culture so that people who join local folk festivals learn by direct and actual experience not just by putting on regional traditional performances during festivals. In other words, festivals must be performed as a large drama. When the festivals harmonize with nature, they lean toward a more conducive environment for tourism. Therefore, folk festivals must be accomplished by a unique image. In other words, to improve the competitive power which depends on distinction, each festival should have a unique image that can't be mimiced by any other local festival.
      What this study proves is that all of the planners and operators of regional festivals get a satisfactory effect based on an analysis table that image of festival under program affects participation motive using "The Mt.Yudal Goldenbell flower Festival of Forsythias" which has seasonal character and goes with natural. consequently, it can be an opportunity to contribute to the tourist development around Mokpo.
