A Study on the Performance and influencing Factors of Rural Development Projects - Focused on Social capital and Local Governance - Hong, Guk-Jung Advisor : Prof, Kim Hang-Jib, Ph. D. Department of Urban Regeneration and Real Estate Graduate School of Gwangju University The purpose of this study is to check the relation how the social capital in volved the characteristics of local community and local governance influence to the performance of Rural Center Revitalization Project and Urban Regeneration Project which are Rural Development Project. As such, it is meaningful to derive the performance of Rural Development Project in the future by verifying the mediation effect as well as the direction of Rural Development Project such as local’s participation, social capital and local governance. As Rural Development Project not only includes simple physical environmental improvement but also community’s competency and relation recovery, influencing to the accumulation of social capital, and related to the sustainable local development. In the meantime, the local governance which is the method to decide the cooperation of public issues between local government and locals can be defined as mutual dependency, joint decision making and join business performance. In conclusion, local development project is pushed forward by the local governance, and can function a decisive factor in business performance. The research model is as follows. The detail variables of social capital, independent variable consist of trust, participation and network, and the detail variables of local governance, meditation variable consist of mutual dependency, joint decision making and join business performance. The detail variables of rural development performance, dependent variable consist of sense of community, social sustainability, life satisfaction. Research focuses on the rural area with various issues such as population extinction, aging, especially, Jeollanam-do to select the place where a complex Rural Development Project was carried out. The selected targets of research include 3 regions of Damyang-eup, Damyang-gun, Hampyeong-eup, Hampyeong-gun, Gangjin-eup, Gangjin-gun in Jeollanam-do, and Rural Center Revitalization Project and Urban Regeneration Project have been conducted since 2020 through a contest in 2019. To verify the research model, the survey was conducted targeting locals in these regions, and final 340 questionnaires are used for analysis. For analysis method, the Research hypothesis was set by research themes, and the significance of hypothesis was verified through empirical investigation and analysis process, and Empirical analysis was conducted using SPSS and AMOS data analysis programs for each field. As a result of analysis, First, half of respondents recognize Rural Development Project promoted in the region at 85.2% for Rural Center Revitalization Project and 53.8% for Urban Regeneration Project, the participation rates in the briefing session, training, public hearing are 27.6%, 25.6% at similar rate. The middle age group takes up 51.5%. For the residence period, more than 20 years is 66.7% meaning residence for a long time. Second, the items measuring the performance of Rural Development Project such as social capital, local governance secure construct validity, internal reliability, convergent validity, discriminant validity, proving the suitablity of research model. Third, it is confirmed social capital and local governance increase the performance of Rural Development Project, and the social capital was proved to increase the local governance. Fourth, it is analyzed the social capital has a direct influence to the performance of Rural Development Project, and has a significant influence indirectly through local governance. Fifth, multi-group analysis results show the social capital has the bigger influence to the local governance in the participation group than non-participation group during Rural Center Revitalization Project. In the meantime, in the case of Urban Regeneration Project, social capital increases the performance of Rural Development Project only in non-participation group. In the meantime, the effect of local governance on the performance of Rural Development Project increases significantly only in the participation group, showing the difference between groups. Accordingly, in order to increase the performance of Rural Development Project, accumulating the social capital in rural area and the project to maintain and manage are needed continuously. For local governance, it is necessary to establish the local governance system by operating Integrated intermediate support organization. In addition, we need not only physical elements but also redesign the performance goal of rural development project including social capital and local governance. In a follow-up study, it is necessary to complement quantitative research with cross-sectional studies and qualitative studies categorized into project preparation, basic planning stage, project implementation stage, and project completion stage to improve the limitations of longitudinal studies.
