The purpose of this study is to evaluate operation status of local child care center, which has been activated as a child welfare center since the establishment of Child Welfare Act by surveying its qualitative aspect, which has been disregarded when it is compared to its rapid quantitative growth.
Until now on, the study on and interest in local child care center has been focused on activation method, using satisfaction, program operation example, comparison between similar facilities concerned and actual status survey from the aspect of access to after school child care by macroscopic viewpoint. However, as the discussion on its role and function is actively performed, the necessity of evaluation is rising recently.
Through the background, although the index development for evaluation was tried recently, it is restricted to model evaluation level yet. Therefore, the realistic access considering the level difference by area, establishment type and scale has been required.
Therefore, the study will measure appropriateness, efficiency and effectiveness of operation on the basis of entire and actual status survey. In other words, the study will evaluate total quality management through general operation, administration and organization evaluation on local child care center and suggest development direction depending on the analyzed result.
The study issues for achieving study goal are as follows.
First, the study researched the appropriateness of facility operation, organization operation and personnel control. Second, it researched efficiency of service provision, operation control and basic operation program. Third, it researched effectiveness of project performance & evaluation and result of investment. 2 questions for each study issue so total 6 detail questions were selected.
As a study method, framework and direction of study were selected by considering literature concerned to tendency of local child care center, characteristic and evaluation example, selecting target local child care center and performing preliminary survey. After that, the study performed review and description through category establishment, categorization and classification process by collecting internal document (project report, Ex: daily(weekly) plan, newsletter and public relation magazine) of 30 local child care centers located in Gyeonggi-do. For evaluation and measurement, appropriateness, efficiency and effectiveness standard were selected and 6 evaluation items and 23 detail evaluation index were selected. For analysis, qualitative analysis was performed and during the process, qualitative and qualitative evaluation was performed for each item.
The analysis result was drawn from 6 detail fields of 3 items. The results are as follows. First, regarding the appropriateness of facility operation, organization operation and personnel control plan, facility and organization operation plan was not appropriate for foundation purpose, operation goal and project operation depending on annual project plan. Although preparation and use of monthly(weekly) plan and operation hour were appropriate for plan and ground, facility and installation environment were not appropriate. As a next, personnel control and operation hour plan showed inappropriate result in detail fields such as employee security & control, employee treatment and working environment that require reinforcement and improvement. In case of operation hour, it is appropriate for operation instruction during term, vacation and night extension.
Second, regarding the appropriateness of service provision, operation control and basic operation program, project and operation control were performed effectively in relation to annual plan. Moreover, the efficiency of administration and document control was very high. On the contrary, the plan and practice through staff meeting and work negotiation were not smooth. As a result of performance process of basic operation program, it was found that life assistance, study assistance, play, special activity and program in relation to local community were activated efficiently focusing on child protection. In addition, education and study assistance including specialty and aptitude(Ex: physical aptitude activity) and program in relation to local community showed high degree of practice. On the contrary, regarding user example control, the efficiency of practice and control were low in child control excluding child consulting, parents consulting and family assistance program.
Third, regarding effectiveness of project performance and evaluation and result compared to investment, project result and evaluation showed high conformity with annual plan in the conformity of program performance result depending on project plan. Project achievement, internal evaluation and release and review of project result showed low result in general so it was evaluated that its effectiveness was low. Regarding productivity and cost effectiveness of result compared to budget input, the cost effectiveness of lunch program was very high although that of personnel expense, operation cost, program cost and entire project cost.
On the basis of the result shown in the analysis above, the study will reorganize operation issues with facility installation & operation, finance operation, personnel control and program operation and suggest following practical intention and development direction, which require improvement and reinforcement.
First, as a facility foundation and operation control method, the study suggests improvement of facility foundation standard and creation of physical environments such as building environment, exclusive space, outdoor space and external activity space. As a practice method, it is necessary to convert currently committed declaration system to approval system and review creation of single building & eco-friendly environment, improvement of loan system by local area and use of public building in order to improve physical environments such as child activity space and exclusive space.
Second, the study suggests employee control methods such as alternative plan for securing stability of personnel expense of employee, promotion and qualification standard. It is necessary to search for qualitative improvement of service and program by opening periodical education, training and study process with establishment of the method to control employee's qualification and training and securing specialty.
Third, as a program operation method, it is necessary to diversify program for developing and distributing standard operation manual and enlarging its using target. In the future, it is necessary to induce search for synthetic service and enlargement of using target by escaping from the image of 'study room' focusing on study guide by developing and distributing basic activity manual. It is necessary to develop various programs from the operation method on the assumption that current free use, which is biased to poor and weak class child, and induce the activation of use by distributing good facility and charged program, which meet demander's desire.
Fourth, as a finance operation method, it is necessary to realize and synthesize operation subsidy and establish the method to improve administrative system depending on field division of administration and operation control. In addition, it is necessary to prepare the method to improve differential payment standard of operation subsidy by local autonomy systematically. By establishing work division, administrative system and organization regulation through classification of the area of administration control and operation control, it is necessary to improve operation efficiency.
Fifth, as an operation evaluation method, mid and long term plan is required for establishing internal evaluation standard and facility operation & evaluation system. It is necessary to adopt the method to demand forcibly facility environment, employee control, finance environment and program practice to each center and reinforce control and supervision of each local autonomy. Moreover, in the time point when it has been systemized for 5 years, it is necessary to reconsider its role & function, difference between facilities and qualitative level and perform deep study and discussion continuously to adopt more systematic and effective evaluation system in the future.
