This study analyzed the immigration policies implemented by the regional autonomous bodies, focusing on three factors of decentralization (office allocation, manpower, finances), and presents the current status, and examined the current status of the system, conditions, and capacity to plan, decide and execute migration policies customized to local governments while the demand for local customized immigration policies has been increasing due to the decrease in the population of the region. As a result, it was confirmed that local governments with high decentralization factors are likely to perform local customized migration policies, but overall, migration policies are still performed top-down. For the customized migration policy of local governments, it is necessary to establish comprehensive legal basis to enhance the autonomy of local governments, establish long and short-term plans of the central government reflecting the demand of local governments, and local governments need to conduct periodic surveys on the status of local residents and demand surveys for customized migration policies along with strengthening their own capacity.
