The objective of policy evaluation, explained theoretically, is to secure accountability of government activities, to return policy information, to learn policy and to accumulate knowledge. In practice, the evaluation system is operated for the purpose of obtaining information necessary for the efficient operation of financial projects and improvement of government affairs or policy projects. Whatever the main purpose of the evaluation, the evaluation result that takes time, resources, and effort must be utilized, and in order for the evaluation result to be utilized according to the purpose, the evaluation result must contain useful information. From this perspective, the actual status of the evaluation system for immigration policies operated based on laws and regulations was reviewed. However, as a result of the review, it was judged that the current system was not functioning properly as an evaluation system.
