study attempted to identify the type of policy according to the characteristics of immigration policies of each government by classifying and analyzing the legislative process according to the enactment and revision of the Framework 「Act on Treatment of Foreigners in Korea」 and the 「Multicultural Family Support Act」. The policy type classification used the contents of Wilson's political cost-benefit analysis model and the minutes of the National Assembly on related bills, which were classified according to the variance and concentration of policy interests and policy costs.
As a result of the study, the enactment process of the Framework 「Act on Treatment of Foreigners in Korea」 shows that the government (Ministry of Justice) exercises policy agenda setting and policy alternatives, policy benefits are concentrated in specific groups, and policy costs are distributed to a large number of citizens. The 「Multicultural Family Support Act」 played a leading role in the enactment process by the Ministry of Gender Equality and Family, and there were conflicts and conflicts between ministries over the work area, but it was mainly about expanding support for beneficiaries, which was a characteristic of typical customer politics. It can be seen that their legislation has a policy type of customer politics that is legislated according to political and contemporary situations, demands by object, and immigration policy goals by government.
