4월항쟁과 제2공화국 시기의 노동정치 - 갈등적 다원주의 - = The Labor Politics of the April Uprising and the Second Republic Period - Conflictual Pluralism -

국문 초록 (Abstract)

이 글은 4월항쟁 직후부터 5·16 군사쿠데타 직전까지 시기의 노동운동을 `노동정치`의 관점에서 재조명한다. 노동정치(labor politics)란 정권의 안정 및 자본축적의 안정적 질서를 추구하는 국가의 전략적 행동 및 기업이익을 추구하는 자본의 전략적 행동에 대응하여, 노동이익을 실현하기 위한 노동자 및 조직노동의 정치활동을 의미한다. 분석에 의하면, 이 시기의 노동정치는 노동의 저항, 자본의 억압, 그리고 국가의 이중적 전략(노사분규의 개입 자제와 혁신적 노동운동의 적극적 억압)이 교차하는 `갈등적 다원주의`의 특성을 띠고 있었다. 즉 `사회적 가치와 자원의 권위적 배분`을 둘러싸고 국가·노동·자본 간의 협의 및 대화를 통한 조정 및 합의가 불가능한 상태에서, 국가와 자본의 억압전략에 대항하여 조직노동의 전투성이 발휘되었던 노동정치였다.

This paper attempts to shed new light on conflicts among state, labor, and capital during the period of the April Uprising and the Second Republic in terms of labor politics. Labor politics is defined as workers` and(or) organized labors` political activities for their interests against the state pursuing consolidation of regime security and stable capital accumulation, as well as against the capitalists trying to maximize their profits. According to the result of analysis, the labor politics during this period is best characterized by a kind of conflictual pluralism. That is, in the absence of an institutional mechanism such as a kind of social dialogues among them, confrontations between labor and state, and conflicts between labor and business were unavoidable.
