아시아·아프리카에서의 준비기금 연금에 관한 제도주의적 분석- 제도유형체계에 대한 탐색을 중심으로 - = An Institutional Analysis on Provident Funds across Asia and Africa - Exploring a Typology of Pension Regimes -

Provident funds as a pension system have widely diffused to Southeast Asian, African, and Pacific island countries. This study explored typologies of provident funds based on a set of five components of the institutional grammar developed by Crawford and Ostrom. A comparative analysis was conducted to compare these typologies. According to this study's findings, provident funds have been diversified into four forms: 1) a group of countries using provident funds as a supplementary pension; 2) a group of countries switching provident funds into a new pension system; 3) a group of countries using provident funds as a basic pension under the multi-pillar pension system; and a group of countries operating provident funds as a form of multi-pillar pensions. The last one described as a Singaporean model would be a worthwhile model for pension reform, and especially useful model for the improvement of occupational pension systems in Korea, which have suffered from frequent withdrawal from occupational pension accounts.

국문 초록 (Abstract)

준비기금은 동남아시아, 태평양 도서국가 및 아프리카에 광범위하게 퍼져 있는 독특한 연금제도이다. 본 연구에서는 Crawford와 Ostrom의 5개 제도주의 문법요소를 근거로 동남아시아·태평양 도서국가·아프리카 준비기금의 연금유형을 제시하고, 준비기금 유형을 비교분석하여 연금개혁모형으로서의 활용가능성에 대해 탐색하고자 한다. 분석결과 세 지역의 준비기금은 다양한 모습의 변화를 거쳐 몇 가지 유형으로 정착되고 있었다. 분석과정에서 발견된 제도유형은 1) 준비기금을 보충적 연금으로 활용하는 유형, 2) 준비기금을 폐기하고 해로운 연금제도를 활용하는 유형, 3) 준비기금을 기본연금으로 하여 중층연금을 활용하는 유형, 4) 준비기금을 기본연금으로 하고 중층연금 방식으로 운용하는 유형으로 요약할 수 있었다. 연금개혁 모형으로 활용할 만한 연금유형은 싱가포르의 CPF로 대표되는 네 번째 유형이었다. CPF는 하나의 준비기금 아래에 네 개의 계좌를 활용함으로써 중층연금 방식으로 운용하고 있다는 점이 가장 큰 장점이었다. 중간정산으로 많은 문제가 있는 우리나라의 퇴직연금에 활용할 가치가 있는 제도로 평가된다.
